Code and classification of professional titles for upper secondary school teachers
The professional titles for upper secondary school teachers include:
1. Grade III upper secondary school teacher - Code V.07.05.15.
2. Grade II upper secondary school teacher - Code V.07.05.14.
3. Grade I upper secondary school teacher - Code V.07.05.13
Article 2a. Standards of professional ethics
1. Adhere to the policies and guidelines of the Communist Party of Vietnam, laws of the State, and regulations of the sector and localities regarding upper secondary school education.
2. Continuously cultivate ethics, uphold a sense of responsibility, maintain the qualities, honor, and prestige of educators; be a role model for students.
3. Love, treat fairly, and respect students; protect the legitimate rights and interests of students; unite and assist colleagues.
4. Strictly comply with the regulations on general responsibilities and obligations of public employees and the regulations by the Ministry of Education and Training on educator ethics.
Thus, a public employee holding the title of Grade 1 upper secondary school teacher has the following code: V.07.05.13.

How much is the current salary of a Grade 1 upper secondary school teacher in Vietnam?
Based on Clause 1, Article 8 of Circular 04/2021/TT-BGDDT, the regulations are as follows:
Salary arrangement
1. Public employees appointed to the professional titles of upper secondary school teachers specified in this Circular are subject to the corresponding salary scale issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) Grade III upper secondary school teacher, code V.07.05.15, receives the salary coefficient for public employees type A1, ranging from a salary coefficient of 2.34 to 4.98;
b) Grade II upper secondary school teacher, code V.07.05.14, receives the salary coefficient for public employees type A2, group A2.2, ranging from a salary coefficient of 4.0 to 6.38;
c) Grade I upper secondary school teacher, code V.07.05.13, receives the salary coefficient for public employees type A2, group A2.1, ranging from a salary coefficient of 4.40 to 6.78.

According to the above regulations, a Grade 1 upper secondary school teacher is subject to the salary coefficient for public employees type A2, group A2.1, ranging from a salary coefficient of 4.40 to 6.78.
Based on Circular 07/2024/TT-BNV, the salary for officials and public employees is calculated as follows:
Salary = Statutory pay rate x Salary coefficient
Moreover, according to Decree 73/2024/ND-CP, from July 1, 2024, the statutory pay rate is 2,340,000 VND.
With the statutory pay rate increased to 2,340,000 VND/month, the salary calculation for teachers from July 1, 2024, is as follows:
Salary = 2,340,000 VND x Salary coefficient
Thus, a Grade 1 upper secondary school teacher can currently receive a salary ranging from: 10,296,000 VND/month to 15,865,200 VND/month.

What are professional competence standards for a Grade 1 upper secondary school teacher in Vietnam?
According to Clause 4, Article 3 of Circular 04/2021/TT-BGDDT (amended point k by Clause 3, Article 4 of Circular 08/2023/TT-BGDDT), a Grade 1 upper secondary school teacher must meet the following professional competence standards:
- Grasp the policies, guidelines, and laws of the Communist Party and the State, regulations and requirements of the sector and localities regarding upper secondary school education, and implement them in assigned tasks;
- Able to create teaching plans, design thematic lessons for interdisciplinary knowledge intersections; approach modern teaching methods, teaching techniques, and new integrated teaching models;
- Efficiently exploit and use technological equipment, teaching devices, and learning materials in teaching, educating, and managing students;
- Cooperate effectively with schools, families, and society to educate students on ethics and lifestyles, provide psychological counseling, career guidance, identify students' talents and skills, support students in developing life skills, and organize career orientation and start-up activities for upper secondary school students;
- Capable of teaching via internet and television according to the curriculum;
- Use methods to assess the learning outcomes, training, and progress of students in a way that develops their qualities and competencies;
- Apply scientific teaching research results and innovative experiences to actual teaching and education or create teaching aids for upper secondary school education;
- Guide upper secondary school students in scientific research from school level upwards;
- Possess the capacity for self-study and self-improvement to develop professional competencies;
- Apply information technology in professional activities and be able to use foreign languages or minority languages as required by the job position.
