Based on Article 3 of the Regulation on the organization and operation of upper secondary schools issued with Circular 05/2023/TT-BGDDT, the provisions for schools for the gifted are as follows:

System of Schools for the Gifted

  1. The system of schools for the gifted includes schools for the gifted under provinces, centrally affiliated cities (hereinafter collectively referred to as provincial specialized schools), and schools for the gifted under higher education institutions.
  1. Each province and centrally administered city has at least 01 (one) school for the gifted.

Thus, a province or centrally affiliated city has at least 01 upper secondary school for the gifted.

What is the managing authority for upper secondary schools for the gifted in Vietnam??

According to Article 4 of the Regulation on the organization and operation of upper secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT, the provisions are as follows:

Managing Authority for Schools for the Gifted

  1. Provincial specialized schools are managed by the Department of Education and Training.
  1. Schools for the gifted under a higher education institution are managed by the higher education institution according to the regulations on organization, management staff, teachers, staff, facilities, finance, admissions, and as stipulated in the Regulation on the organization and operation of higher education institutions; they are also under the supervision of the Department of Education and Training where the school is located in terms of implementing programs, education plans, organizing graduation exams, and awarding graduation diplomas.

Thus, the managing authority for upper secondary schools for the gifted includes the following agencies:

- The Department of Education and Training for provincial upper secodnary schools for the gifted.

- Higher education institutions for schools for the gifted under higher education institutions.

What are the regulations regarding classes in upper secondary schools for the gifted in Vietnam?

Based on Article 8 of the Regulation on the organization and operation of upper secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT:

- Classes in schools for the gifted are organized according to the subjects in the general education program issued by the Minister of Education and Training, including: Literature, History, Geography, Foreign Languages, Mathematics, Information Technology, Physics, Chemistry, Biology (hereinafter collectively referred to as specialized classes).

- General classes are not organized in schools for the gifted.

- Each class of schools for the gifted has no more than 35 students.

- Based on the conditions ensuring the quality of education and the request of the school principal, the managing authority for the school for the gifted decides the number of subjects for classes and the number of classes for each subject.

What are the duties and powers of upper secondary schools for the gifted in Vietnam?

Based on Clause 2, Article 2 of the Regulation on the organization and operation of upper secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT, schools for the gifted perform the duties and powers of high schools according to the regulations in the Charter for lower secondary schools, upper secondary schools, and multi-level schools, and have additional duties and powers as follows:

- Organize and implement the advanced education program prescribed by the Minister of Education and Training;

- Research and effectively apply advanced education programs and methods for management, teaching, testing, and evaluation; promote the implementation of education in science, technology, engineering, arts, and mathematics in general education;

- Develop a team of management staff, teachers, and staff sufficient in number, diverse in structure; excellent in expertise and professionalism; capable of conducting scientific research; proficient in using foreign languages in communication, teaching, and scientific research;

- Coordinate with relevant units to organize training, professional development, foreign language, and information technology training for management staff, teachers, and staff to meet the goals and missions of the specialized school;

- Develop cooperation activities with domestic and foreign educational and research institutions to enhance the quality of education;

- Plan, develop, and enhance the investment in facilities and teaching equipment according to legal provisions to meet the goals and missions of the specialized school;

- Organize and manage boarding activities for students;

- Build, manage, and effectively use information systems and databases for managing, educating, and evaluating the quality and effectiveness of the school’s activities;

- Track the learning and working process of alumni;

- Each academic year, organize at least 01 (one) thematic workshop on the organization and management of educational activities in the school with the participation of other lower secondary and upper secondary schools to share solutions and results in implementing the duties and powers of the specialized school as stipulated in Clause 2, Article 2 of the Regulation on the organization and operation of upper secondary schools issued with Circular 05/2023/TT-BGDDT.
