Based on Article 3 of the Regulations on organization and operation of semi-boarding ethnic minority general schools in Vietnam issued together with Circular 03/2023/TT-BGDDT which stipulates semi-boarding ethnic minority general schools as follows:
Semi-boarding ethnic minority general schools
Semi-boarding ethnic minority general schools (SBETGS) are established by the State for ethnic minority students, students from families residing long-term in areas with particularly difficult socio-economic conditions to contribute to ensuring equality in access to education and the sustainable development goals in the field of education in ethnic minority and mountainous regions.
SBETGS ensure a stable ratio of ethnic minority students and semi-boarding students as follows:
a) Ratio of ethnic minority students: At least 50% of the total number of students in the entire school must be ethnic minority students.
b) Ratio of semi-boarding students:
- For primary SBETGS: At least 20% of the students are semi-boarding.
- For lower secondary SBETGS: At least 45% of the students are semi-boarding.
- For combined primary and lower secondary SBETGS: At least 32.5% of the students are semi-boarding, or at least 20% of primary students and 45% of lower secondary students are semi-boarding.
- The system of SBETGS includes:
a) Primary SBETGS;
b) Lower secondary SBETGS;
c) Combined primary and lower secondary SBETGS.
Thus, semi-boarding ethnic minority general schools are established by the State for ethnic minority students and students from families residing long-term in areas with particularly difficult socio-economic conditions.
The types of semi-boarding ethnic minority general schools are as follows:
- Primary semi-boarding ethnic minority general schools;
- Lower secondary semi-boarding ethnic minority general schools;
- Combined primary and lower secondary semi-boarding ethnic minority general schools.

What are the duties and rights of students in semi-boarding ethnic minority general schools in Vietnam?
Based on Article 14 of the Regulations on organization and operation of semi-boarding ethnic minority general schools issued together with Circular 03/2023/TT-BGDDT, it is stipulated that semi-boarding students in semi-boarding ethnic minority general schools have the following duties and rights:
- Comply with the boarding school regulations.- Preserve the cultural identity of their own ethnic group and respect the cultural identity of other ethnic groups.- Be arranged to eat, live, and participate in activities in the boarding area and enjoy the policies according to State regulations.
What are the regulations on educational activities of semi-boarding ethnic minority general schools in Vietnam?
According to Clause 2, Article 11 of the Regulations on organization and operation of semi-boarding ethnic minority general schools issued together with Circular 03/2023/TT-BGDDT, semi-boarding ethnic minority general schools implement educational activities as stipulated in Article 19 of the Charter of lower secondary schools, upper secondary schools, and multi-level schools issued together with Circular 32/2020/TT-BGDDT and the following specific educational activities:
- Educate students on the ethnic policies of the Communist Party and the State, the cultural identity and good traditions of various ethnic groups, life skills, and environmental protection.
- Educate labor hygiene in schools and classrooms, improve the eating, living, and learning conditions of students.
- Organize cultural, artistic, sports activities, sightseeing, festivals, ethnic holidays, cultural exchange activities to contribute to the preservation and promotion of the cultural identity of various ethnic groups.
- Organize collective cooking activities for semi-boarding students ensuring hygiene and food safety; health care for students.
What are the regulations on naming a semi-boarding ethnic minority general school in Vietnam?
Based on Article 5 of the Regulations on organization and operation of semi-boarding ethnic minority general schools issued together with Circular 03/2023/TT-BGDDT, it is stipulated as follows:
School name, school signboard
The school name is regulated as follows: Semi-boarding ethnic minority general + education level (primary; lower secondary; primary and lower secondary) + unique name of the school.
The school name is recorded on the school's establishment decision, school seal, school signboard, and transaction documents.
The school signboard contains the following information:
a) Top left corner:
- First line: People's Committee of the district, urban district, district-level town, provincial city (commonly referred to as the district-level People's Committee) and the name of the district;
- Second line: Department of Education and Training.
b) In the middle, record the school name as stipulated in Clause 1 of this Article. For primary SBETGS, or combined primary and lower secondary SBETGS with satellite campuses, the satellite campus name is recorded below the school name.
c) At the bottom, record the school's address, phone number, email, website (if any).
The name of the semi-boarding ethnic minority general school is determined as follows: semi-boarding ethnic minority general + education level (primary; lower secondary; primary and lower secondary) + unique name of the school.
