Based on Clause 1, Article 9 of the Charter of the Parent-Teacher Committee issued together with Circular 55/2011/TT-BGDDT:

Activities of parents and the Parent-Teacher Committee

1. General meeting of all parents:

a) At the beginning of the school year, the homeroom teacher organizes a general meeting of all parents to elect the class Parent-Teacher Committee with the number of members specified at Point a, Clause 1, Article 3 of this Charter. During the school year, hold three general class parent-teacher meetings: at the beginning of the school year, at the end of the first semester, and at the end of the school year. Organize extraordinary meetings when at least 50% of the class parents request it;

b) The decision to organize or not organize a general school parent-teacher meeting is made by the school Parent-Teacher Committee.

2. Meetings of the Parent-Teacher Committee:

a) At the beginning of the school year, the homeroom teacher convenes the first meeting of the class Parent-Teacher Committee to elect the head and deputy head. After being elected, the head conducts the general class parent-teacher meeting to approve the activity program for the whole school year.

The class Parent-Teacher Committee organizes regular meetings according to the annual activity program and can hold extraordinary meetings when at least 50% of parents request it or when the head of the class Parent-Teacher Committee decides;

b) At the beginning of the school year, the principal meets with the heads and deputy heads of all class Parent-Teacher Committees to elect the school Parent-Teacher Committee from among the attendees, including absentees who have agreed to participate. Afterward, the principal presides over the first meeting of the school Parent-Teacher Committee to elect the head, deputy heads, and, if necessary, permanent members. After being elected, the head conducts a meeting of all heads and deputy heads of the class Parent-Teacher Committees to approve the annual activity plan;

The school Parent-Teacher Committee holds regular meetings according to the annual activity program and extraordinary meetings when at least 50% of the members or the head request it.

3. The Parent-Teacher Committee organizes activities to implement duties and rights of the committees and contents, plans discussed and agreed upon in parent-teacher meetings.

Thus, in the 2024-2025 school year, preschool parent-teacher meetings can be held three times:

- Once at the beginning of the school year;

- Once at the end of the first semester;

- Extraordinary preschool parent-teacher meetings when at least 50% of class parents request it.

At what age can parents enroll their children in preschool in Vietnam?

Based on Article 32 of the Charter of Preschool Education issued together with Circular 52/2020/TT-BGDDT, the provisions on the age and health of preschool children are as follows:

Age and health of preschool children

  1. Children from 3 months to 6 years old are admitted to preschools.
  1. Children with disabilities are admitted at an older age than the general regulation of 3 years.

Thus, the age for children to attend preschool is from 3 months to 6 years old. For children with disabilities, the admission age is older than the general regulation of 3 years.

When are 5-year-old preschool children in Vietnam exempt from tuition fees?

Based on Clause 6, Article 15 of Decree 81/2021/ND-CP, regulations on tuition fee exemptions are as follows:

Subjects exempt from tuition fees

  1. Subjects specified in the Ordinance on Incentives for Revolutionary Contributors if they are studying at educational institutions within the national education system.
  1. Preschool children and students with disabilities.

  1. Preschool children and regular education students attending educational institutions following the general education program whose parents or guardians belong to poor households as defined by the Prime Minister of Vietnam.
  1. Five-year-old preschool children in particularly difficult villages/hamlets, communes of area III in ethnic and mountainous regions, especially difficult coastal and island areas according to competent authority regulations.

6. Five-year-old preschool children not mentioned in Clause 5 of this Article are exempt from tuition fees from the school year 2024-2025 (effective from September 1, 2024).
