Based on Clause 1, Article 9 of the Charter of the Parent committee issued together with Circular 55/2011/TT-BGDDT, it is stipulated as follows:
Activities of parents and the Parent committee
1. Meetings of all parents:
a) At the beginning of the school year, the class homeroom teacher organizes a meeting of all parents to elect the Parent committee of the class with the number of members specified in Point a, Clause 1, Article 3 of this Charter. During the school year, organize three meetings of all parents of the class: At the beginning of the school year, at the end of the first semester, at the end of the school year, and hold extraordinary meetings when at least 50% of the class's parents request;
b) The decision to organize or not organize meetings of all parents of the school is made by the Parent committees of schools.

And based on Clause 2, Article 1 of the Charter of the Parent committee issued together with Circular 55/2011/TT-BGDDT, it is stipulated as follows:
Scope and subjects of application
- This Charter stipulates the organization and activities of the Parent committee, including: Organization and activities of the Parent committee; responsibilities for managing the Parent committee.
2. This Charter applies to the Parent committee of preschools, kindergartens, primary schools, lower secondary schools, upper secondary schools, and multi-level schools (hereinafter collectively referred to as schools).
Thus, there are three meetings of parents (or meetings of all parents) in one school year:
- 1 meeting at the beginning of the school year;
- 1 meeting at the end of the first semester;
- 1 extraordinary meeting when at least 50% of the class's parents request.
Note: meetings of parents are held at preschools, kindergartens, primary schools, lower secondary schools, upper secondary schools, and multi-level schools.

What are the duties and powers of the Parent committees of schools in Vietnam?
Based on Article 6 of the Charter of the Parent committee issued together with Circular 55/2011/TT-BGDDT, the duties and powers of the Parent committee are as follows:
- Duties of the Parent committees of schools:
+ Coordinate with the Principal to implement the school year's tasks and educational activities according to the content agreed upon at the beginning of the school year's Parent committee meeting;
+ Coordinate with the Principal to guide, disseminate, and propagate laws, policies, and regulations related to education to parents to enhance their responsibility in the care, protection, and education of students;
+ Coordinate with the Principal to organize educational programs for students with poor conduct to continue training during the summer holidays in the local community;
+ Coordinate with the Principal in moral education for students; mentor and encourage excellent students, support weak students; assist poor students, disabled students, and students in difficult circumstances; mobilize drop-out students to return to school;
+ Guide the organization and activities of the Parent committee of a classs.
- Powers of the Parent committees of schools:
+ Decide on summoning meetings according to the provisions of Article 9 of the Charter of the Parent committee issued together with Circular 55/2011/TT-BGDDT (except for the beginning of the school year meeting to elect the Parent committees of schools) after reaching an agreement with the Principal;
+ Based on the opinions of the Parent committee of a classs to propose to the Principal the necessary measures to implement the school's tasks for that school year and manage and educate students;
+ Decide on expenditure to support the activities of the Parent committee from voluntary contributions and sponsorship according to the provisions of Article 10 of the Charter of the Parent committee issued together with Circular 55/2011/TT-BGDDT.

Based on Article 5 of the Charter of the Parent committee issued together with Circular 55/2011/TT-BGDDT, the duties and powers of the head and members of the Parent committee of a class are as follows:
- Duties and powers of the head of the Parent committee of a class:
+ Duties of the head of the Parent committee of a class:
+ Coordinate with the homeroom teacher to develop and implement plans for educational activities according to the content agreed upon at the beginning of the school year's parents' meeting;
+ Prepare meetings of the Parent committee and meetings of parents, organize the collection of parents' opinions and requests.
- Powers of the head of the Parent committee of a class:
+ Assign specific tasks to the vice head and members, preside over the meetings of the Parent committee, and represent the Parent committee to cooperate with the homeroom teacher in organizing student educational activities;
+ Discuss with the homeroom teacher about the activities of the parents, reflect parents' opinions on the quality of education and teaching;
+ Together with the homeroom teacher, consider and propose commendation or disciplinary action for students of the class.
- Duties and powers of the vice head of the Parent committee of a class:
The vice head of the Parent committee of a class assists the head and acts on behalf of the head in charge of several tasks assigned.
