How Many Teachers Are There in Each Private Kindergarten Class in Vietnam?
Based on Clauses 4 and 5 of Article 14 of the Regulation on the organization and operation of independent childcare groups, independent kindergarten classes, and independent preschool classes of public and private types, issued together with Circular 49/2021/TT-BGDDT, the organization of childcare groups and kindergarten classes is stipulated as follows:
Organization of childcare groups and kindergarten classes
1. Children in independent preschool educational institutions are organized into childcare groups or kindergarten classes.
a) For childcare groups: Children aged from 03 months to 36 months are organized into childcare groups. The maximum number of children in each childcare group is stipulated as follows:
- Childcare group for children aged 03 - 12 months: 12 children;
- Childcare group for children aged 13 - 24 months: 20 children;
- Childcare group for children aged 25 - 36 months: 25 children.
b) For kindergarten classes: Children aged from 03 to 06 years are organized into kindergarten classes. The maximum number of children in each kindergarten class is stipulated as follows:
- Kindergarten class for children aged 3 - 4 years: 25 children;
- Kindergarten class for children aged 4 - 5 years: 30 children;
- Kindergarten class for children aged 5 - 6 years: 35 children.
2. If the number of children in each childcare group or kindergarten class is less than 50% of the maximum stipulated number as per point a or b of Clause 1 of this Article, a combined childcare group with no more than 20 children or a combined kindergarten class with no more than 30 children or a combined preschool class with no more than 22 children can be organized.
3. Each childcare group or kindergarten class should have no more than 01 child with a disability enrolled.
4. For areas where the number of children is insufficient to form childcare groups or kindergarten classes as stipulated in Clause 1 of this Article, the standard for preschool teachers will be calculated based on the average number of children per age group in each childcare group or kindergarten class, specifically:
- For childcare groups: 01 teacher is responsible for nurturing, caring for, and educating 03 children aged 3 - 12 months, or 08 children aged 13 - 24 months, or 10 children aged 25 - 36 months;
- For kindergarten classes: 01 teacher is responsible for nurturing, caring for, and educating 11 children aged 3 - 4 years, or 14 children aged 4 - 5 years, or 16 children aged 5 - 6 years;
5. Each childcare group or kindergarten class should have at least 02 teachers.

In case the number of children is insufficient to form a kindergarten class as stipulated, the standard for preschool teachers will be calculated based on the average number of children per age group in each kindergarten class as follows:
- For kindergarten classes: 01 teacher responsible for nurturing, caring for, and educating 11 children aged 3 - 4 years, or 14 children aged 4 - 5 years, or 16 children aged 5 - 6 years.

c) Serve as a judge in contests for preschool education from district level upwards;
d) Participate in self-assessment councils or external evaluation teams or professional and pedagogical skill inspections from district level upwards.
