Based on Clause 1, Article 16 of the Primary School Regulations issued with Circular 28/2020/TT-BGDDT, the regulations are as follows:

- Students are organized into classrooms. Each classroom shall have no more than 35 students and is managed by a homeroom teacher. Each inclusive classroom shall have no more than 02 students with disabilities; in special cases, the principal, based on practical conditions, can arrange for additional students with disabilities to ensure that all students with disabilities who have learning needs and abilities can attend school.
In mountainous areas, remote areas, and extremely difficult regions, a combined class can be organized. The number of students and levels in a combined class should be appropriate to the teacher's teaching capacity and the actual conditions of the school. A combined class shall have no more than 02 levels; in special cases, the competent authority shall decide, but it shall not exceed 03 levels. A combined class shall have no more than 15 students.
- Each class shall have a class monitor and vice monitors. Students in the class are divided into groups, each with a group leader and vice leader. The class monitor, vice monitors, group leaders, and vice leaders are either self-nominated by students or introduced by the homeroom teacher and are elected by the students in the class, in groups, on a rotational basis throughout the school year. The organization form of the classroom should be flexible and adaptable to different subjects and actual conditions.
Class activities ensure democracy, self-governance, and cooperation. Each student is encouraged to actively discuss and participate in creating the activity plan for the class and groups with the support of the teacher.

The Age of Primary School Students
- The enrollment age for grade one students is 06 years old, calculated by year. Children with disabilities, those with physical or intellectual development delays, children from areas with particularly difficult socio-economic conditions, ethnic minority children, orphaned children without a caregiver, repatriated children, and children of foreigners studying and working in Vietnam may enter grade one at an older age, but not exceeding 03 years beyond the prescribed age. Cases where the entrance age exceeds 03 years shall be decided by the Head of the Education Department.
- Primary school students may attend school at an older age than the prescribed age in cases of students repeating a grade, students from areas with particularly difficult socio-economic conditions, ethnic minority students, students with disabilities, those with physical or intellectual development delays, orphaned children without a caregiver, repatriated children, and other cases as provided by law.

For children with disabilities, those with physical or intellectual development delays, children from areas with particularly difficult socio-economic conditions, ethnic minority children, orphaned children without a caregiver, repatriated children, and children of foreigners studying and working in Vietnam, they may enter grade one at an older age but not exceeding 03 years beyond the prescribed age, unless decided otherwise by the Head of the Education Department.
