What are the criteria of Standard 2 regarding the structure and content of the undergraduate program in Vietnam from April 4, 2025?
Under Article 5 of Circular 04/2025/TT-BGDDT (effective from April 4, 2025), Standard 2 regarding the structure and content of the undergraduate program in Vietnam includes the following criteria:
- Criterion 2.1: The program description and syllabi have sufficient information, and are updated, approved, and publicly accessible to stakeholders.
- Criterion 2.2: The structure and content of the training program are designed and developed to ensure learners achieve the expected outcomes and have a learning load consistent with regulations.
- Criterion 2.3: The structure and content of the training program are designed and developed based on feedback and needs from stakeholders, especially external parties.
- Criterion 2.4: The contribution of each course module to achieving the expected outcomes of the training program is clear.
- Criterion 2.5: The training program has a logical structure, reasonable sequence, flexibility, and integration.
- Criterion 2.6: The structure and content of the training program clearly show mandatory, elective, theoretical, practical, experiential, research modules, core, and supportive components; allowing learners to choose according to their career orientation.
- Criterion 2.7: The structure and content of the training program are reviewed, assessed, and improved in quality by processes and regulations to ensure relevance and respond to labor market demands.
What are the regulations on the assessment of training programs from April 4, 2025 in Vietnam?
Under Article 13 of Circular 04/2025/TT-BGDDT (effective from April 4, 2025), the assessment of training programs is regulated as follows:
(1) Training programs are self-assessed and externally assessed according to the standards and criteria in the quality assessment standards of the training program in Chapter II of Circular 04/2025/TT-BGDDT; where conditional criteria include: Criterion 1.3 and Criterion 1.6 under Standard 1; Criterion 2.2 and Criterion 2.4 under Standard 2; Criterion 3.2 under Standard 3; Criterion 4.5 under Standard 4; Criterion 5.2 under Standard 5; Criterion 6.1 under Standard 6; Criterion 7.3 under Standard 7; Criterion 8.2 under Standard 8.
(2) Criteria are assessed at two levels as follows:
- Qualified: A criterion is assessed as Qualified when the training institution has an official approach to quality assurance, and implements clear, tight, and consistent activities with relevant policies/regulations/procedures to ensure it meets the criterion requirements; there is evidence of several ongoing improvements.
- Unqualified: A criterion is assessed as Unqualified when the training institution does not have an official approach to quality assurance, lacks a system with appropriate policies/regulations/procedures to meet the criterion; or has policies/regulations/procedures but they are not consistently/formally applied to meet the criterion requirements; there is no evidence of quality improvement.
The educational quality accreditation organization establishes detailed criteria levels of 'Qualified' and 'Unqualified,' and develops assessment guidelines to help training institutions understand their current situation to improve program quality.
(3) Standards are assessed at two levels as follows:
- Qualified: A standard is assessed as Qualified when no more than 2 criteria are rated as Unqualified and the remaining criteria, including conditional criteria, are assessed as Qualified.
- Unqualified: A standard is assessed as Unqualified when a conditional criterion or more than 2 criteria are rated as Unqualified.
(4) Training programs are assessed at three levels as follows:
- Qualified: A training program is assessed as Qualified when all standards are assessed as Qualified.
- Qualified with Conditions: A training program is assessed as Qualified with conditions when no more than 2 standards and 16 criteria are rated as Unqualified. To achieve a Qualified assessment level, the training institution must improve its quality within a maximum of 24 months from the date the program is recognized as Qualified with conditions by the educational quality accreditation organization.
- Unqualified: A training program is assessed as Unqualified when it does not meet the above levels or does not achieve the required levels.
