Based on the provisions of Clause 2, Article 5 of Circular 19/2023/TT-BGDDT regarding the limits on number of professional titles in the specialized education sector as follows:

2. Position for supporting the education of children with disabilities:
a) For preschool institutions with children with disabilities in integrated classes: If the institution has fewer than 20 children with disabilities in integrated classes, it is allotted 01 person; if the institution has 20 or more children with disabilities in integrated classes, it is allotted a maximum of 02 people. If a group of children or a kindergarten class has 01 child with a disability in an integrated class, the number of children in that group or class is reduced by 05. Each group of children or kindergarten class can have no more than 02 children with disabilities in integrated classes;
b) If it is not possible to allocate a position to support the education of children with disabilities, a labor contract or a concurrent teacher shall be appointed.
Thus, according to the above regulation, the position for supporting the education of children with disabilities in public preschools is as follows:
- For preschool institutions with fewer than 20 children with disabilities in integrated classes, 01 person is allocated;
- For preschool institutions with 20 or more children with disabilities in integrated classes, a maximum of 02 people is allocated.
*Note: If a group of children or a kindergarten class has 01 child with a disability in an integrated class, the number of children in that group or class is reduced by 05. Each group of children or kindergarten class can have no more than 02 children with disabilities in integrated classes.

How are teachers in public preschools divided among groups of children from 3 months old?
Based on the provisions of Clause 1, Article 5 of Circular 19/2023/TT-BGDDT, the limits on number of teachers in public preschools are as follows:
- For groups of children: A maximum of 2.5 teachers per group for every 15 children aged 03 to 12 months; 20 children aged 13 to 24 months; 25 children aged 25 to 36 months;
- For kindergarten classes: A maximum of 2.2 teachers per class for every 25 children aged 3 to 4 years; 30 children aged 4 to 5 years; 35 children aged 5 to 6 years.
Thus, the division of teachers in public preschools among groups of children from 3 months old is as follows: For every 15 children aged 03 to 12 months; 20 children aged 13 to 24 months; 25 children aged 25 to 36 months, there are a maximum of 2.5 teachers per group.
*Note: educational institutions that do not have enough children to form groups or classes as stipulated in points a and b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT or, after forming groups or classes according to these regulations, have excess children, will calculate the number of preschool teachers based on the average number of children by age group as follows:
- Every 06 children aged 3 to 12 months or 08 children aged 13 to 24 months;
- Or 10 children aged 25 to 36 months; 11 children aged 3 to 4 years; 14 children aged 4 to 5 years; or 16 children aged 5 to 6 years, will be allocated 1.0 additional teacher;
- For mixed-age groups or mixed-age kindergarten classes according to the Preschool Regulations, the limits on number of teachers are as stipulated in points a and b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT;
- For school points with only 01 group of children or 01 kindergarten class that does not have enough children to form a group or class as stipulated in points a and b, Clause 1, Article 5 of Circular 19/2023/TT-BGDDT, 2.0 teachers per group or class are allocated.
What are the principles for allocating and determining limits on number of staff in public preschools in Vietnam?
Based on the provisions of Clause 2, Article 2 of Circular 19/2023/TT-BGDDT, the allocation and determinatin of limits on number of staff in public preschools must ensure the following principles:
- Sufficient staffing according to the norms specified in Circular 19/2023/TT-BGDDT to perform the duties of nurturing, caring, and educating children according to the Preschool Education Program issued by the Ministry of Education and Training and to carry out common specialized tasks, support services, and auxiliary tasks of public preschools;
- Positions without enough workload to be performed full-time by one person will be assigned as concurrent tasks.
Positions that have not yet been allocated as regular staffing will be filled by labor contract or concurrent duties.
Persons appointed to concurrent duties must be trained and fostered to meet the professional competencies and skills required for the concurrent positions.
