The system of gifted schools is stipulated in Article 3 of the Regulation on the organization and operation of upper secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT on the number of upper secondary schools for the gifted in each province:

System of gifted schools

1. The system of gifted schools includes gifted schools of provinces and centrally affiliated cities (hereinafter referred to as provincial gifted schools) and gifted schools affiliated to higher education institutions.

2. Each province, centrally affiliated city has at least 01 (one) gifted school.

According to Article 4 of the Regulation on the organization and operation of upper secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT:

Managing authorities of gifted schools

1. Provincial gifted schools are managed by the Department of Education and Training.

2. Gifted schools affiliated to higher education institutions are managed by higher education institutions according to regulations on organization, administrators, teachers, staff, facilities, finance, enrollment and specified in the Regulation on organization and operation of the higher education institutions; under the management of the Department of Education and Training where the school is located in terms of implementing educational programs and plans, administration of graduation exams, and granting diplomas.

Thus, each province or centrally affiliated city must have at least 01 gifted school.

Provincial upper secondary schools for the gifted will be managed by the Department of Education and Training.

What are the regulations on the education programs of the upper secondary schools for the gifted in Vietnam?

Under Article 20 of the Regulation on the organization and operation of upper secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT:

Education programs and plans

1. Education program

a) As for specialized subjects: Implement advanced education programs for specialized subjects prescribed by the Minister of Education and Training;

b) As for the remaining subjects: Implement the general education program promulgated by the Minister of Education and Training;

c) The principal of the gifted school shall decide the teaching in foreign languages according to regulations; develop teaching materials according to the advanced education program for specialized subjects prescribed by the Minister of Education and Training.

2. Education plan

a) The educational plan of the gifted school shall be developed to organize the implementation of the educational program of the gifted school as prescribed in Clause 1 of this Article;

b) The educational plan of the gifted school must ensure the full implementation of the general education plan as prescribed, and spend time enhancing advanced teaching of specialized subjects, foreign languages, IT and strengthening life skills and social skills of students.

c) Gifted schools organize educational activities according to the Charter of lower-secondary schools, upper-secondary schools and multi-level schools, and also strengthen the organization of educational activities about arts, music and sports to develop students' moral, intellectual, physical and aesthetic skills; strengthen the organization of scientific research, technical creation, life value education, life skills and social activities for students; focus on forming subject clubs and other clubs suitable to the needs of students and circumstances of the school.

Thus, under the above regulations, the education programs of the upper secondary schools for the gifted in Vietnam are specified as follows:

- As for specialized subjects: Implement advanced education programs for specialized subjects prescribed by the Minister of Education and Training;

- As for the remaining subjects: Implement the general education program promulgated by the Minister of Education and Training;

- The principal of the gifted school shall decide the teaching in foreign languages according to regulations; develop teaching materials according to the advanced education program for specialized subjects prescribed by the Minister of Education and Training.

What are the duties and rights of students at the upper secondary schools for the gifted in Vietnam?

According to Article 16 of the Regulation on the organization and operation of upper secondary schools for the gifted issued with Circular 05/2023/TT-BGDDT:

Students

In addition to the duties and rights of students as prescribed in the Charter of lower-secondary schools, upper-secondary schools and multi-level schools, they shall also perform the following additional duties and rights:

1. Actively participate in competitions, contests, cultural and social activities and scientific research at the request of the school.

2. Intellectually advanced students may skip a grade according to the decision of the gifted school’s managing authority.

3. To be provided with boarding accommodations if needed; enjoy incentives as prescribed for students of gifted schools.

4. Former students of gifted schools are enabled to participate in school activities.

Thus, students at the upper secondary schools for the gifted in Vietnam have the following duties and rights:

- Actively participate in competitions, contests, cultural and social activities and scientific research at the request of the school.

- Intellectually advanced students may skip a grade according to the decision of the gifted school’s managing authority.

- To be provided with boarding accommodations if needed; enjoy incentives as prescribed for students of gifted schools.

- Former students of gifted schools are enabled to participate in school activities.
