Based on Article 3 of the Regulation on Lower Secondary School Graduation Recognition promulgated with Circular 31/2023/TT-BGDDT:
Number of rounds of graduation recognition in a year
- For educational institutions implementing the lower secondary school general education program, in the year with students completing grade 9, the maximum number of rounds of graduation recognition is 02 (two). The first round of graduation recognition shall be conducted immediately after the end of the school year. The second round of graduation recognition (if any) shall be conducted before the start of the new school year.
- For educational institutions implementing the lower secondary school continuing education program, in the year with students completing grade 9, there shall be at least 01 (one) round of graduation recognition immediately after the end of the school year.
Thus, the rounds of lower secondary school graduation recognition are regulated as follows:
- For educational institutions implementing the lower secondary school general education program: In the year with students completing grade 9, the maximum number of rounds of graduation recognition is 02 (two).
The first round of graduation recognition shall be conducted immediately after the end of the school year. The second round of graduation recognition (if any) shall be conducted before the start of the new school year.
- For educational institutions implementing the lower secondary school continuing education program, in the year with students completing grade 9, there shall be at least 01 (one) round of graduation recognition immediately after the end of the school year.

What are the conditions for lower secondary school graduation recognition in Vietnam?
According to Article 4 of the Regulation on Lower Secondary School Graduation Recognition promulgated with Circular 31/2023/TT-BGDDT, the conditions for lower secondary school graduation recognition are as follows:
- Not more than 21 years old (calculated by year) for students completing the lower secondary school general education program; 15 years old or older (calculated by year) for learners completing the lower secondary school continuing education program.
In the case of students returning from abroad, skipping grades, or studying at an age higher than the prescribed age, implement according to the age regulations by education level of the Ministry of Education and Training.
- Have completed the lower secondary school general education program or lower secondary school continuing education program.
- Have complete documentation as prescribed.
What is the process for lower secondary school graduation recognition in Vietnam?
According to Article 8 of the Regulation on Lower Secondary School Graduation Recognition promulgated with Circular 31/2023/TT-BGDDT, the process for lower secondary school graduation recognition is implemented as follows:
Step 1: The educational institution develops a plan for graduation recognition;
Publicly announces the graduation recognition plan, including specific guidelines on the time, form of submission of graduation recognition dossiers for students who are not in grade 9 at the educational institution in the year of graduation recognition, at least 30 days before the graduation recognition date;
Receives and prepares graduation recognition dossiers for submission to the Council.
Step 2: Students submit the graduation recognition dossiers as prescribed to the educational institution conducting graduation recognition as guided by the educational institution.
Step 3: Based on the graduation recognition dossiers, the Council organizes the graduation recognition for students; prepares the minutes of graduation recognition and the list of students proposed for graduation recognition.
The minutes proposing graduation recognition must include full names and signatures of the Council members.
Step 4: The Council submits the graduation recognition dossiers to the educational institution for submission to the Head of the Department of Education and Training for approval. The dossiers include:
- Proposal for graduation recognition;
- Minutes and list of students proposed for graduation recognition.
Step 5: The Head of the Department of Education and Training issues a decision to recognize the graduation for students based on the educational institution's proposal.
