Personnel norm for leading and managerial positions
1. Principal: Each public preschool is allocated 01 principal.
2. Vice Principal: The number of vice principals is determined according to regulations on the number of deputy positions in Decree 120/2020/ND-CP dated October 7, 2020, of the Government of Vietnam which stipulates the establishment, reorganization, and dissolution of public service providers.
Thus, a public preschool is allocated 01 principal.

What are the requirements regarding qualifications, experience, and personal traits of a principal of a public preschool in Vietnam?
According to the guidelines in subsection 5.1 of Section I, Appendix III, the job description for leading and managerial positions and professional titles in public preschool institutions issued with Circular 19/2023/TT-BGDDT, a principal of a public preschool in Vietnam must meet the following requirements regarding qualifications, experience, and personal traits:
(1) In terms of educational qualifications:
- A public preschool principal must have at least a college-level degree in preschool education.
- If the principal of a preschool must raise their educational qualifications according to Decree 71/2020/ND-CP or is subject to Circular 24/2020/TT-BGDDT which does not meet the standard training requirements, then educational qualifications are not considered.
(2) Training and certifications:
- have training in school management skills; improve professional and operational capacity.
- possess a certificate of professional title standard training for preschool teachers as per regulations.
(3) Working experience:
- meet the professional title standards for preschool teachers.
- meet the standard for preschool principals.
(4) Personal traits:
- be absolutely loyal, and trustworthy, and comply strictly with the principles and policies of the Communist Party, the laws of the State, and the regulations of the agency.
- adhere to the ethical standards of educators, display conduct and working methods appropriate to the job, and build personal credibility.
- have a mindset for innovation in school management.
- have a plan for continuous learning and professional development.
(5) Other requirements:
- master the CPV's and State's policies, laws, and regulations, the requirements of the central and local authorities in preschool education, and apply them to assigned tasks.
- be persuasive and able to mobilize organizations and individuals within and outside the preschool to participate in building and developing the preschool.
- analyze situations and predict developmental trends of the preschool, constructing strategic development plans aimed at the comprehensive development of each child and enhancing educational quality and efficiency.
- have the ability to apply information technology in professional activities; be able to use foreign languages or ethnic minority languages as required by the job position.
What are the work relations of a principal of a public preschool in Vietnam?
According to the guidelines in subsection 3 of Section I, Appendix III of the job description for leading and managerial positions and professional titles in public preschool institutions issued with Circular 19/2023/TT-BGDDT, the work relations of a principal of a public preschool in Vietnam are as follows:
(1) Internal Relations
- The principal is directly managed and evaluated by the Department of Education and Training; the People's Committee of the district, town, and city under province/municipality (district-level People's Committee).
- The principal directly manages the vice principal, team leaders, deputy team leaders, teachers, staff, employees in the institution, and students.
- The principal cooperates with key entities: the school council, the commendation and reward council; the disciplinary council; the advisory council; the organization of the Communist Party of Vietnam, the Labor Union, the Ho Chi Minh Communist Youth Union; professional teams, the office group; children's groups, kindergarten classes.
(2) External Relations:
- The principal with the Ministry of Education and Training; various units under the Ministry: Implements state management responsibilities for preschool education as stipulated;
- The principal with the provincial-level People's Committee and the Department of Education and Training and other specialized agencies under the provincial-level People's Committee: Implements state management responsibilities for preschool education as stipulated;
- The principal with the district-level People's Committee and the Department of Education and Training and other specialized agencies under the district-level People's Committee: Implements state management responsibilities for preschool education as stipulated;
- The principal with the commune, ward, commune-level town; and other preschool education institutions: Implements tasks to deploy the preschool education program; enhance the school's role within the community;
- The principal with other organizations, and associations: Mobilizes the participation of organizations and associations in nourishing, caring for, and educating the school's children.
