c) Rice support: Each student receives 15 kg of rice per month, with a maximum support duration of 9 months per school year per student.

What are the conditions for semi-boarding students in particularly difficult hamlets and communes in Vietnam to receive rice support?

Pursuant to Clause 1, Article 4 of Decree 116/2016/ND-CP:

Conditions for students to receive support policies

  1. For primary and lower secondary school students, they must meet one of the following conditions:

a) Be a semi-boarding student attending an ethnic minority semi-boarding school;

b) Be a student whose and whose parents or guardians have permanent residency in particularly difficult hamlets currently attending primary and lower secondary schools in particularly difficult areas and regions; particularly difficult coastal and island areas.

Live far from school: With a distance of 4 km or more for primary students and 7 km or more for lower secondary students or with difficult terrain and traffic conditions: having to cross rivers, without bridges; pass mountains; travel through landslide-prone areas;

c) Be a student whose and whose parents or guardians have permanent residency in particularly difficult areas attending primary and lower secondary schools in semi-difficult areas. Live far from school or with difficult terrain and traffic conditions as specified in Point b, Clause 1 of this Article.

What is the process of organizing rice support for semi-boarding students in particularly difficult hamlets and communes in Vietnam?

Pursuant to Article 8 of Decree 116/2016/ND-CP, the process of organizing rice support for semi-boarding students in particularly difficult hamlets and communes is as follows:

Step 1. Develop a rice support plan for students

- The provincial People's Committee develops a plan regarding the need for rice support for students for the academic year, including:

+ The number of students eligible for support: Summarize the number of students by each category, each school of each locality;

+ The amount of rice needed for support (calculated for the entire academic year, with a maximum of 9 months per school year per student);

+ The rice receiving unit: An organization or unit assigned by the provincial People's Committee to receive national reserve rice;

+ The expected time to receive rice during the school year: Specify the date, month of rice receipt (according to each semester rice receipt round).

- The provincial People's Committee reports the plan on the need for student rice support to the Ministry of Finance and the Ministry of Education and Training before June 30 annually.

Step 2. Decision on rice support for students

Based on the report from provincial People's Committees, the Minister of Finance issues a Decision on rice support for students in localities for the academic year; the time of issuing the Decision on rice support is before July 31 annually.

Step 3. Transportation and delivery method

- National reserve units organize the transportation of national reserve rice to support students and deliver it to the province's rice receiving unit at the district, district-level town, or city of supported provinces;

- The province's rice receiving unit organizes the transportation of national reserve rice from the district, district-level town, or city center to schools and distributes it to the eligible beneficiaries.

* Rice delivery time

The rice delivery time is implemented according to the proposal of the provincial People's Committee but not more than 2 times per semester.

* Rice issuance procedure

- The Ministry of Finance is responsible for organizing the national reserve rice issuance to support students in localities;

- The provincial People's Committee organizes the receipt and issuance of rice to eligible beneficiaries as regulated.

* Management and use of rice to support students

- National reserve rice supporting students, when issued and received, must be closely managed;

- The Chairman of the provincial People's Committee directs the province's rice receiving unit to proactively cooperate with relevant departments, sectors, organizations, and local authorities to plan and promptly distribute national reserve rice to the right beneficiaries as prescribed. The Chairman of the provincial People's Committee is legally responsible for managing, distributing, and using rice to support students in their locality;

- At the end of each academic year, the provincial People's Committee sends a report on receiving and distributing rice to students to the Ministry of Finance and the Ministry of Education and Training for summarizing and reporting to the Prime Minister of the Government of Vietnam.
