Under Article 9 of the Regulation on enrollment for lower and upper secondary education issued with Circular 30/2024/TT-BGDDT (document effective from February 14, 2025), the methods of enrollment for upper secondary education in Vietnam are:
Methods of enrollment for upper secondary education
1. Annually, the enrollment for upper secondary education is organized once.
2. The enrollment for upper secondary education is conducted using 01 (one) of the 03 (three) methods: admission, entrance exam, and combination of entrance exam and admission.
a) Admission: The admission criteria are the training and academic results across the years of the lower secondary education or the continuing education at the lower secondary level of the candidates, if repeating any class, the results of the repeated year are considered.
b) Entrance exam: according to the regulations in Article 13 of this Regulation.
c) Combination of entrance exam and admission: a combination of the above 02 methods.
Thus, according to the above regulations, there are three methods of enrollment for upper secondary education in 2025: Admission, Entrance exam, and a combination of entrance exam and admission.
Note: Enrollment for upper secondary education is conducted using only one of the three methods: Admission, Entrance exam, and a combination of entrance exam and admission.

Who is eligible for direct admission, priority points, and incentive points in the enrollment for upper secondary education in Vietnam?
Under Article 14 of the Regulations on enrollment for lower and upper secondary education issued with Circular 30/2024/TT-BGDDT, the students eligible for direct admission, priority points, and incentive points in the enrollment for upper secondary education in Vietnam are specified as follows:
(1) Students eligible for direct admission to 10th grade in Vietnam
- Students from boarding ethnic schools at the lower secondary level.
- Students who are from very small ethnic minority groups.
- Students with disabilities.
- Lower secondary school students achieving national prizes organized by the Ministry of Education and Training or in cooperation with Ministries and equal agencies nationwide for contests, exams, and competitions (hereafter referred to collectively as contests) related to culture, arts, sports; science and engineering research competitions.
- Lower secondary school students achieving prizes at international contests selected by the decision of the Minister of Education and Training.
(2) Students eligible for priority points for admission to 10th grade in Vietnam
Priority points are added to the admission score based on a 10-point scale. Group 1: add 2.0 points; Group 2: add 1.5 points; Group 3: add 1.0 point.
(1) Group 1:
- Children of martyrs;
- Children of war invalids with a labor capacity reduction of 81% or more;
- Children of persons with disabilities with a labor capacity reduction of 81% or more;
- Children of individuals awarded with the "Certificate of Policy Beneficiary as War Invalids" with a labor capacity reduction of 81% or more;
- Children of those who participated in the resistance activities affected by toxic chemicals;
- Children of revolutionary activists before January 1, 1945;
- Children of revolutionary activists from January 1, 1945, to the August Revolution in 1945.
(2) Group 2:
- Children of Heroes of the Armed Forces, children of Labor Heroes, children of Vietnamese Heroic Mothers;
- Children of war invalids with a labor capacity reduction of less than 81%;
- Children of persons with disabilities with a labor capacity reduction of less than 81%;
- Children of individuals awarded with the "Certificate of Policy Beneficiary as War Invalids" with a labor capacity reduction of less than 81%.
(3) Group 3:
- Individuals with either parent from an ethnic minority group;
- Ethnic minorities;
- Students from particularly disadvantaged areas.
(3) Students eligible for incentive points for admission to 10th grade in Vietnam
- Lower secondary school students achieving provincial prizes organized by the Department of Education and Training or in cooperation with provincial departments and authorities for contests held nationally according to the provisions in point d, clause 1, Article 14 of the Regulations on enrollment for lower and upper secondary education issued with Circular 30/2024/TT-BGDDT.
- Incentive points are added to the admission score based on the 10-point scale. First prize adds 1.5 points; second prize adds 1.0 point; third prize adds 0.5 points.

Under Article 10 of the Regulation on enrollment for lower and upper secondary education issued with Circular 30/2024/TT-BGDDT (document effective from February 14, 2025), registration for enrollment to 10th grade in Vietnam is specified as follows:
- Registration for enrollment for upper secondary education is conducted online. Where candidates may not make online registration, registration is conducted directly or via postal service.
- The Department of Education and Training provides specific guidance for registration for enrollment for upper secondary education concerning schools under their management.
For schools, upper secondary schools, schools with multiple levels including upper secondary education (herein referred to as upper secondary schools) under the Ministry of Education and Training, parent universities, universities, or research institutes, the registration follows the guidance of the Department of Education and Training where the school is located.
