Based on Article 12 of Circular 22/2021/TT-BGDDT, the regulation is as follows:

Grade advancement, re-assessment during summer break, and grade retention

  1. Students who meet all of the following conditions will be promoted to the next grade or recognized as having completed the middle school, high school program:

a) The year's conduct evaluation (including reassessment results after practice during the summer break as stipulated in Article 13 of this Circular) is rated as Satisfactory or above.

b) The year's academic performance (including reassessment results of subjects as stipulated in Article 14 of this Circular) is rated as Satisfactory or above.

c) Absences do not exceed 45 days in a school year (according to the education plan of 1 session/day as stipulated in the General Education Program, including excused and unexcused absences, consecutive or non-consecutive absences).

  1. Students required to practice during the summer break will do so according to the provisions of Article 13 of this Circular; students required to be reassessed in subjects during the summer break will follow the provisions of Article 14 of this Circular.

3. Students who do not meet the requirements stipulated in Clause 1 of this Article will not be promoted to the next grade or recognized as having completed the middle school, high school program.

  1. For students with disabilities: The principal shall, based on the assessment results of students with disabilities as stipulated in Article 11 of this Circular, decide on promotion or recognition of completion of the middle or high school program for disabled students.

Hence, middle school students who miss more than 45 days in a school year, including both excused and unexcused absences, whether consecutive or non-consecutive, will be subject to grade retention in Vietnam.

What are the conditions regarding training and learning results for middle school students to receive a certificate of merit in Vietnam?

Pursuant to Clause 1, Article 15 of Circular 22/2021/TT-BGDDT, middle school students are awarded a certificate of merit by the principal if their training and learning results meet the following criteria:

- The year's conduct evaluation is rated as Excellent, the year's academic performance is rated as Excellent, and at least 6 subjects assessed both qualitatively and quantitatively have an average score (ĐTBmcn) of 9.0 or higher.

- The year's conduct evaluation is rated as Excellent and the year's academic performance is rated as Excellent.- Demonstrates extraordinary achievements in conduct and academic performance within the school year.

What are the regulations on assessment of students with disabilities in Vietnam?

According to Article 11 of Circular 22/2021/TT-BGDDT, the Assessment of students with disabilities is as follows:

- The evaluation of conduct and academic performance of students with disabilities shall follow principles that motivate and encourage the efforts and progress of the learner.

- For students with disabilities receiving inclusive education, their performance in subjects they are capable of meeting the requirements of the General Education Program will be evaluated as for regular students but with reduced criteria for conduct and academic performance.

- In subjects that students with disabilities cannot meet the General Education Program requirements, their performance will be evaluated according to their Individual Education Plan; there will be no assessment for exempt subjects.

- For students with disabilities receiving specialized education, their performance in subjects they can meet the specialized education program’s requirements will be evaluated according to the specialized education regulations.

- Subjects in which students with disabilities cannot meet specialized education requirements will be assessed based on their Individual Education Plan.

How is the average score of a subject in a semester for middle school students calculated?

According to point b, Clause 1, Article 9 of Circular 22/2021/TT-BGDDT, the semester average grade (ĐTBmhk) for each subject is calculated as follows:

ĐĐGgk: Midterm assessment points.

ĐĐGck: Final term assessment points.

What are the regulations on assessment of learning results in each semester and school year in Vietnam?

According to Clause 2, Article 9 of Circular 22/2021/TT-BGDDT, the academic performance of students during each semester and the whole school year is evaluated according to one of the following four levels: Excellent, Good, Satisfactory, Unsatisfactory.

* Excellent level:

- All subjects assessed qualitatively are rated as Satisfactory.- All subjects assessed qualitatively and quantitatively have ĐTBmhk, ĐTBmcn from 6.5 points up, with at least 6 subjects having ĐTBmhk, ĐTBmcn from 8.0 points up.

* Good level:

- All subjects assessed qualitatively are rated as Satisfactory.- All subjects assessed qualitatively and quantitatively have ĐTBmhk, ĐTBmcn from 5.0 points up, with at least 6 subjects having ĐTBmhk, ĐTBmcn from 6.5 points up.

* Satisfactory level:

- At most, one subject assessed qualitatively is rated Unsatisfactory.- At least 6 subjects assessed qualitatively and quantitatively have ĐTBmhk, ĐTBmcn from 5.0 points up; no subject has ĐTBmhk, ĐTBmcn below 3.5 points.

* Unsatisfactory level: All other cases.
