Classes
1. Students are organized into classes. Each class has a class president and vice presidents elected by the students or nominated by the homeroom teacher and elected by the students at the beginning of each school year or after each semester. Each class is divided into several student groups, with each group having a group leader and deputy leader nominated by the students or the homeroom teacher and elected by the students at the beginning of each school year or after each semester.
2. Class activities ensure democracy, self-management, and cooperation. Each student actively discusses and participates in planning activities for the group and the class with the support of the teacher.
3. The Chairman of the Provincial People's Committee specifies the number of students in each class, aiming to reduce the student-to-class ratio, ensuring that each class in lower and upper secondary levels has no more than 45 students.
4. The number of students in each class of specialized schools is regulated in the organizational and operational regulations of those specialized schools.

Pursuant to Article 18 of the Charter on lower secondary schools, upper secondary schools, and multi-level schools, issued together with Circular 32/2020/TT-BGDDT:
Textbooks, teaching equipment, and reference materials
1. Textbooks used in secondary schools are approved by the Minister of Education and Training; the Provincial People's Committee organizes the selection of textbooks as prescribed by the Ministry of Education and Training. Secondary schools guide teachers and students to use textbooks in accordance with the law.
2. Teaching equipment used in schools falls under the list of teaching equipment issued by the Ministry of Education and Training and other teaching equipment as stipulated by the general education program.
3. Schools select and equip teaching equipment and reference publications for teaching and educational activities as prescribed by the Minister of Education and Training.
Therefore, according to the above regulations, textbooks used in lower secondary schools are approved by the Minister of Education and Training.
How many classes does a lower secondary school in Vietnam have?
Pursuant to Article 13 of the Regulations on standards for facilities of kindergartens, primary schools, lower secondary schools, upper secondary schools, and multi-level schools, issued together with Circular 13/2020/TT-BGDDT:

1. Requirements for school location
a) Suitable for the local educational development planning;
b) The surrounding environment ensures safety for students, staff, teachers, and employees;
c) Has convenient traffic connections for students to go to school; meets fire and explosion prevention and fighting requirements.
2. Scale
a) A lower secondary school must have a minimum of 08 classes and a maximum of 45 classes;
b) Depending on local conditions, school locations may be arranged in different areas to facilitate students' access to school. No more than 02 school locations shall be arranged, and each school location shall have no fewer than 03 classes.
3. The area of the land for building the school, school locations is determined based on the number of classes, the number of students with an average of at least 10m2 per student; for urban and mountain areas, central urban areas where land resources are limited, an average of at least 8m2 per student is allowed. For schools with boarding facilities, the land area for dormitory-related constructions shall ensure 6m2 per boarding student.
4. Standard floor area for construction of functional buildings
a) The administrative management block is implemented according to current regulations;
b) The functional blocks include: learning rooms; learning support rooms; auxiliary rooms; playgrounds, sports areas; living service areas are detailed in Appendix III attached.
5. Buildings serving direct teaching and organizing educational activities must not exceed 04 floors; ensuring conditions for students with disabilities to access and use.
