Based on Clause 3, Article 4 of Decree 105/2020/ND-CP stipulating the policy for developing preschool education, it is provided as follows:

Priority policy for preschool education development in communes with particularly difficult socio-economic conditions, disadvantaged areas

  1. Priority investment from central and local funds of programs and projects to build public preschool education facilities in communes with particularly difficult socio-economic conditions as prescribed by the Prime Minister, ensuring the requirement to meet one room/group, class by 2025 and reinforcing the strength of school buildings.
  1. Public preschool education facilities in communes with particularly difficult socio-economic conditions, particularly difficult coastal and island regions, and disadvantaged areas as specified by the Prime Minister are supported by the state budget for meal organization for children as stipulated in Clause 3 of this Article.
  1. Financial support for meal organization for children

a) The funding for organizing meals for preschool children is calculated based on the number of children attending day meals, with a minimum of VND 2,400,000/month/45 children, and any surplus of 20 children or more being eligible for an additional support level. Each preschool education facility is allowed to receive no more than 5 times the above support level per month and no more than 9 months per academic year.

b) Implementation method

Annually, along with the state budget estimate timing, based on the current number of children, public preschool education facilities specified in Clause 2 of this Article estimate as per regulations and submit to the Department of Education and Training for compilation and submit to the same level financial authority for appraisal and competent agencies for approval of funding as per the State Budget Law.

The policy does not set a condition on the number of children a preschool must accommodate to benefit from this policy.

Instead, the benefit is stipulated for certain cases such as public preschool education facilities in communes with particularly difficult socio-economic conditions, particularly difficult coastal and island regions, and disadvantaged areas as specified by the Prime Minister being supported by the state budget for organizing meals for children.

Shall private preschools in industrial parks in Vietnam be provided funding for repair of facilities?

Based on Clause 2, Article 5 of Decree 105/2020/ND-CP stipulating the policy for developing preschool education, it is provided as follows:

Policy for independent non-public preschool education facilities in industrial areas or places with many workers

  1. Eligible subjects

Independent preschool education facilities in industrial areas that are non-public, privately established, and have been authorized for establishment according to regulations with at least 30% of the children being children of workers in the industrial parks.

  1. Policy content

Subjects specified in Clause 1 of this Article receive support for equipment for facilities, one-time, including: provision of furniture, toys, teaching equipment according to the Ministry of Education and Training’s list and support funding for repair of facilities to directly serve the care, nurturing, and education of children. The minimum support level is 20 million VND per independent preschool education facility.

  1. Implementation method

Based on the provisions of Clause 2 of this Article, relying on the local budget's capacity and the number of independent preschool education facilities eligible for support, the provincial People's Committee develops a plan, support options, methods of inspecting the support and use of funds for independent preschool education facilities to present to the provincial People's Council for approval for organization and completion before June 30 annually.

Hence, independent non-public preschools in industrial areas or places with many workers will receive support for facility equipment one-time, including: provision of furniture, toys, teaching equipment according to the Ministry of Education and Training’s list, and support funding for the repair of facilities to directly serve the care, nurturing, and education of children.

What are regulations on persons eligible for lunch assistance benefit for preschool children in Vietnam?

Based on Clause 1, Article 7 of Decree 105/2020/ND-CP, children of preschool age (excluding particularly few ethnic minority children as specified in Decree 57/2017/ND-CP) attending kindergarten in preschool education facilities are entitled to lunch support policies if they meet one of the following conditions:

- Having a father or mother or caregiver or residing in a village with exceptional difficulties, commune with exceptional socio-economic difficulties, particularly difficult coastal and island regions as specified by the Prime Minister.

- Having no source of support as stipulated in Clause 1, Article 5 of Decree 136/2013/ND-CP.

- Being a member of a family categorized as poor, near-poor as stipulated by the Prime Minister.

- Children of martyrs, children of Heroes of the People's Armed Forces, children of war invalids, children treated as war invalids, children of sick soldiers; children of other policy subjects specified in the Ordinance on preferential treatment to persons with meritorious services to the revolution (if any).

- Children with disabilities in inclusive education.
