Based on Article 5 of the Regulations on the excellent teacher competition at preschool educational institutions; excellent teachers, excellent homeroom teachers at general educational institutions issued together with Circular 22/2019/TT-BGDDT on the recognition of the titles of excellent teachers and excellent homeroom teachers:

Recognition of the titles of excellent teachers and excellent homeroom teachers

1. Teachers recognized as excellent teachers and excellent homeroom teachers and awarded certificates by the organizing authority of the competition when they participate in all the content of the excellent teacher competition, excellent homeroom teacher competition, and meet the requirements as stipulated in the evaluation criteria for the competing teachers according to the respective level specified in Article 17 of these Regulations.

2. The title of excellent teacher and excellent homeroom teacher retention as follows: The title of excellent teacher and excellent homeroom teacher at the school level is retained for a period of 01 year following the year of recognition of the school-level excellent teacher and excellent homeroom teacher; the title of excellent teacher and excellent homeroom teacher at the district level is retained for a period of 01 year following the year of recognition of the district-level excellent teacher and excellent homeroom teacher; the title of excellent teacher and excellent homeroom teacher at the provincial level is retained for a period of 03 years following the year of recognition of the provincial-level excellent teacher and excellent homeroom teacher.

3. The retention of the title of excellent teacher and excellent homeroom teacher shall not be used as criteria for participating in competitions at higher levels.

Thus, the title of excellent teacher is retained as follows:

- The title of school-level excellent teacher is retained for a period of 01 year following the year of recognition as a school-level excellent teacher;

- The title of district-level excellent teacher is retained for a period of 01 year following the year of recognition as a district-level excellent teacher;

- The title of provincial-level excellent teacher is retained for a period of 03 years following the year of recognition as a provincial-level excellent teacher.

- Objectives of the competition:

+ Discover, recognize, and honor teachers who achieve the titles of excellent teachers and excellent homeroom teachers, and replicate advanced models, contributing to attracting the attention of social forces in participating in the education of children and students, thereby creating motivation for the development of the educational career in each locality and across the entire sector;

+ Create motivation for teachers to strive, self-improve to meet the requirements of reform, enhance the quality of education, and develop professionally;

+ Contribute to enhancing the efficiency of professional activities and promoting the movement of teaching and learning in schools; encourage, motivate, and create opportunities for teachers to practice, self-learn, innovate, learn from, and exchange experiences in childcare, nurturing, and education in preschool education; and in teaching and class homeroom management in general education.

- Principles of the competition:

+ Based on the teacher's voluntary participation; not coercing or creating pressure on teachers to participate in the competition;

+ Ensure honesty, democracy, openness, transparency, fairness, objectivity, and substantive;

+ Ensure compliance with state policies, laws, and sector regulations.

Based on point a, clause 1, Article 3 of the Regulations on the excellent teacher competition at preschool educational institutions; excellent teachers, excellent homeroom teachers at general educational institutions issued together with Circular 22/2019/TT-BGDDT stipulating the levels of organization, cycle, and participants of the competition:

1. School-level, district-level, and provincial-level competitions for excellent teachers and excellent homeroom teachers:

a) The school-level competition for excellent teachers and excellent homeroom teachers is organized every 02 years by the school. Participants in the competition are teachers working at the school that organizes the competition;
