Based on Clause 1, Article 3 of Decree 84/2020/ND-CP stipulates as follows:

Summer Break Period for Educators

1. The summer break period for educators:

a) The annual summer break for teachers at preschools, general education institutions, and specialized schools is 08 weeks, including annual leave.

b) The annual summer break for teachers at intermediate schools and lecturers at colleges is 06 weeks, including annual leave.

c) The annual summer break for lecturers at higher education institutions is implemented according to the organization and operation regulations of the higher education institution.

d) In urgent and emergent cases for disaster prevention, disease prevention, or other emergencies, the summer break period for educators at preschools, general education institutions, specialized schools, intermediate schools, and colleges shall be decided by the Minister of Education and Training, and the Minister of Labor, Invalids and Social Affairs according to their authority.

2. Besides the summer break stipulated in Clause 1 of this Article, teachers and lecturers are entitled to holidays, Tet holidays, and other leave days according to the Labor Code.

3. Based on the academic calendar issued by the Ministry of Education and Training and the specific conditions of the locality, the Chairman of the People's Committee of the province or centrally run city (hereinafter referred to as the provincial People's Committee) shall decide the timing of the summer break for teachers at preschools and specialized schools in their area.

Based on the regulations at Point b, Clause 1 of this Article, the principals of intermediate schools and colleges shall decide the timing of the summer break for teachers and lecturers suitable to the training plan and specific conditions of each school.

4. The summer break for educators in education institutions under the Ministry of Public Security, the Ministry of National Defense shall be implemented according to separate regulations of the Government of Vietnam.

According to the regulations, the annual summer break period for university lecturers will follow the organization and operation regulations of the respective universities.

Therefore, the duration of the summer break for university lecturers depends on the regulations in the organization and operation regulations of each university.

What is the working time of university lecturers in Vietnam during the academic year?

Based on Article 3 of Circular 20/2020/TT-BGDDT stipulates the working time, standardized teaching hours, and the teaching hour norms for university lecturers as follows:

Working Time, Standardized Teaching Hours, and Teaching Hour Norms

1. The working time of lecturers during the academic year is 44 weeks (equivalent to 1,760 administrative hours) to perform teaching duties, conduct scientific research, serve the community, and perform other professional duties, determined according to the academic year after excluding the regulated leave days.

2. Standardized teaching hours are units of time converted from the necessary labor hours to complete a certain volume of a lecturer's duties, equivalent to one theoretical teaching hour at the undergraduate level directly in grade (or online teaching), including the necessary labor hours before, during, and after the teaching hour.

3. Teaching time in the academic plan is calculated by standardized teaching hours, in which one theoretical teaching hour at the undergraduate level directly in grade (or online teaching) is 50 minutes, which is calculated as one standardized teaching hour and is specifically regulated in Clause 1, Article 6 of this Circular.

For teaching content with particular characteristics, teaching periods at the undergraduate level directly in grade (or online teaching) that exceed 50 minutes will be converted appropriately by the head of the higher education institution.

4. The teaching hour norms for lecturers in an academic year are regulated from 200 to 350 standardized teaching hours (equivalent to 600 to 1,050 administrative hours); within that, direct graderoom teaching hours (or online teaching) must ensure at least 50% of the stipulated norms. The head of the higher education institution, based on the unit's development goals and strategies; the specificity of the subject, discipline, and specific conditions of the unit, will decide the appropriate teaching hour norms for lecturers in an academic year.

5. Special Cases

a) Lecturers during the probationary period shall fulfill a maximum of 50% of the standardized teaching hour norms and shall be exempted from scientific research duties to allocate time for grade observation, teaching assistance, and participation in internships and practical experience.

b) Lecturers during the period of enjoying social insurance benefits or on leave according to the current Labor Code regulations shall be exempted from the teaching hour norms proportionally to the length of their leave.

Thus, the working time of university lecturers during the academic year is 44 weeks, equivalent to 1,760 administrative hours.

What are the duties of a third-grade university lecturer in public higher education institutions in Vietnam?

According to Clause 1, Article 5 of Circular 40/2020/TT-BGDDT, the duties of a third-grade university lecturer in public higher education institutions are as follows:

- Teaching, guiding, and assessing projects and graduation theses; participating in teaching master's and doctoral programs and guiding, and evaluating master's theses and doctoral dissertations if qualified per regulations;

- Participating in the construction and development of training programs;

- Leading or participating in the compilation of textbooks, reference books, monographs, guides, translation of books, and textbooks from foreign languages to Vietnamese;

- Organizing and participating in scientific research activities; writing and participating in scientific reports at conferences and seminars; participating in evaluating institutional research projects and student research projects; participating in international cooperation activities and ensuring the quality of higher education;

- Participating in grade management, academic advising; guiding discussions, practice, experiments, and internship;

- Studying, training to improve political theory, expertise, and teaching methods; participating in practical activities to enhance the quality of education and scientific research;

- Participating in management work, Communist Party tasks, union activities, and performing other duties according to the organization and operation regulations of public higher education institutions and other relevant legal regulations.
