h) Recognized as an emulation fighter at the grassroots level; or awarded a certificate of merit or commendation from the district level or higher; or recognized for achieving one of the titles: excellent teaching teacher, excellent class leader teacher from the school level or higher, excellent Young Pioneer Brigade counsellor from the district level or higher;

i) A public employee taking the exam or being considered for promotion to the professional title of primary school teacher rank II (code V.07.03.28) must have held the professional title of primary school teacher rank III (code V.07.03.29) or equivalent for at least 09 (nine) years (excluding probationary period) by the end date for submitting the application for the exam or consideration for promotion.

D) Capable of applying information technology in professional activities; capable of using a foreign language or ethnic minority language as required by the job position;

e) Recognized as an emulation fighter at the ministry/department/province level or higher; or awarded a certificate of merit from the provincial level or higher; or recognized for achieving one of the titles: excellent teaching teacher, excellent class leader teacher, excellent Young Pioneer Brigade counsellor from the district level or higher;

g) A public employee taking the exam or being considered for promotion to the professional title of primary school teacher rank I (code V.07.03.27) must have held the professional title of primary school teacher rank II (code V.07.03.28) or equivalent for at least 06 (six) years by the end date for submitting the application for the exam or consideration for promotion.

A rank 3 primary school teacher needs to hold the rank 3 position for at least 09 years and the rank 2 position for at least 06 years. Therefore, the minimum required time according to the law for a rank 3 primary school teacher to be promoted to rank 1 is at least 15 years.

Additionally, primary school teachers seeking promotion to a higher professional title must meet other conditions stipulated by regulations.

What is the minimum salary for a rank 1 primary school teacher in Vietnam?

The salary arrangement for public employees appointed to primary school teacher professional titles is specified in Clause 1, Article 8 of Circular 02/2021/TT-BGDDT as follows:

Salary arrangement

1. Public employees appointed to the primary school teacher professional titles specified in this Circular are applied the corresponding salary scale issued together with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and the armed forces. Specifically:

a) Primary school teacher rank III, code V.07.03.29, is applied the salary coefficient of public employees type A1, from a salary coefficient of 2.34 to 4.98;

b) Primary school teacher rank II, code V.07.03.28, is applied the salary coefficient of public employees type A2, group A2.2, from a salary coefficient of 4.00 to 6.38;

c) Primary school teacher rank I, code V.07.03.27, is applied the salary coefficient of public employees type A2, group A2.1, from a salary coefficient of 4.40 to 6.78.

According to Article 3 of Decree 73/2024/ND-CP, the statutory pay rate applicable to primary school teachers as public employees in public service providers is currently 2,340,000 VND/month.

The salary of a primary school teacher public employee is calculated as follows:

Salary = Coefficient x Statutory Pay Rate

Therefore, the minimum salary for a rank 1 primary school teacher is 10,296,000 VND.

What additional duties are assigned to a primary school teacher in Vietnam when promoted from rank 3 to rank 1?

Based on Clause 1, Article 4 and Clause 1, Article 5 of Circular 02/2021/TT-BGDDT, when promoted from rank 3 to rank 1, a primary school teacher is assigned additional duties specific to rank 2 and rank 1 primary school teachers. The specific additional duties are as follows:

- Acting as reporters or demonstration teachers in primary school teacher training classes or trial teaching new models and methods from the school level upwards;

- Leading content for professional and specialized training and meetings in the group, professional segments; participating in evaluating and approving colleagues' applied educational research topics from the school level upwards;

- Serving as judges in competitions for excellent teachers, excellent class leader teachers, excellent Young Pioneer Brigade counsellors from the school level upwards; performing duties as core teachers in primary schools;

- Participating in other professional activities such as education quality accreditation, inspections, professional and pedagogical skill audits from the school level upwards; supervising and evaluating student teaching internships (if any);

- Editing, compiling, developing programs, materials for training primary teachers and students, or participating in the textbook selection council when chosen;

- Leading professional training and specialized meetings in the school or evaluating, approving applied educational research topics from colleagues at the district level upwards;

- Participating in external assessment teams or professional, pedagogical skill inspections of primary school teachers at the district level or higher;

- Serving as judges in competitions for excellent teaching teachers, excellent class leader teachers, or excellent Young Pioneer Brigade counsellors at the district level or higher.
