4. Standards of professional competence and skills
a) Actively implement and propagate, guide colleagues in the implementation of the policies, guidelines, laws of the Communist Party, the State, and the regulations and requirements of the education sector and local areas in assigned tasks;
b) Proactively, flexibly, and creatively implement education plans suitable for students, schools, and local areas; support colleagues in effectively implementing teaching and education plans;
c) Actively share experiences, guide, and support colleagues, parents, and the community to enhance the educational effectiveness of students;
d) Ability to evaluate or guide colleagues in producing pedagogical research products applied at district level or higher;
đ) Ability to apply information technology in professional activities; ability to use a foreign language or a minority language as required by the job position;
e) Recognized as a proficient member at the ministry/department/province level and above; or awarded certificates from the provincial level and above; or recognized in one of the following titles: excellent teacher, excellent homeroom teacher, excellent foreign education leader at the district level and above;
g) Public employees who apply for or take the exam for Rank I primary school teacher position (code V.07.03.27) must have held the Rank II primary school teacher (code V.07.03.28) or equivalent for at least 06 (six) years by the application deadline.
Thus, a Rank 2 primary school teacher who wants to be promoted to Rank 1 must have held the Rank 2 position for at least 6 years.
Do Rank 2 primary school teachers in Vietnam have professional ethics standards?
Based on Chapter I of Circular 02/2021/TT-BGDDT (supplemented by Clause 1, Article 2 of Circular 08/2023/TT-BGDDT) on the standards of professional ethics for primary teachers, it is stated that Rank 2 primary school teachers must adhere to the following 04 groups of professional ethical standards:
(1) Abide by the policies and guidelines of the Communist Party, laws of the State, and regulations of the education sector and local areas regarding primary education.
(2) Regularly cultivate ethics, uphold the spirit of responsibility, maintain the dignity, honor, and reputation of educators; be a role model for students.
(3) Love, treat fairly, and respect students; protect the legitimate rights and interests of students; unite and help colleagues.
(4) Strictly implement the general responsibilities and obligations of public employees and the regulations of the Ministry of Education and Training on teachers' ethics.

What is the new salary scale for Rank 2 primary school teachers in Vietnam?
The method of salary arrangement for public employees appointed to the professional titles of primary school teachers is stipulated in Clause 1, Article 8 of Circular 02/2021/TT-BGDDT as follows:
Salary arrangement method
1. Public employees appointed to the professional titles of primary school teachers as stipulated in this Circular shall apply the corresponding salary scale issued with Decree No. 204/2004/ND-CP dated December 14, 2004, of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:
a) Rank III primary school teacher, code V.07.03.29, shall apply the salary coefficient of public employees of category A1, from salary coefficient 2.34 to salary coefficient 4.98;
b) Rank II primary school teacher, code V.07.03.28, shall apply the salary coefficient of public employees of category A2, group A2.2, from salary coefficient 4.00 to salary coefficient 6.38;
c) Rank I primary school teacher, code V.07.03.27, shall apply the salary coefficient of public employees of category A2, group A2.1, from salary coefficient 4.40 to salary coefficient 6.78.

Based on Article 3 of Decree 73/2024/ND-CP stipulates the statutory pay rate applied to primary school teachers who are public employees in public service providers currently is 2,340,000 VND/month.
The salary of a public employee primary school teacher is calculated as follows:
