According to Clause 9, Article 3 of the Regulations on professional standards for teachers at general education institutions, issued together with Circular 20/2018/TT-BGDDT, a key preschool teacher is defined as a teacher at a general education institution with good moral quality; understanding of the educational situation; good professional competence; having a good reputation within the school collective; capable of consulting, advising, supporting, leading, and sharing with colleagues in professional activities and in training activities for professional development.
At the same time, the standards for selecting key preschool teachers are specified at Point e, Clause 1, Article 12 of the Regulations on professional standards for preschool teachers, issued together with Circular 26/2018/TT-BGDDT as follows:

a) A preschool teacher with at least 05 years of experience directly performing the duties of caring for and educating children at preschool education institutions up to the time of selection;
b) Assessed according to professional standards for preschool teachers at a quite good level or higher, in which criteria 1, 3, 4, 5, 6, 7, 8, and 9 must be at a good level;
c) Able to design and implement exemplary educational activities, organize discussions, seminars, and training on renewing the content, methods, and forms of organizing care and education for preschool children for colleagues within the school or school cluster to refer to and learn from;
d) Capable of using foreign languages, applying information technology, exploiting and using technological equipment in organizing care and educational activities for children and training teachers;
e) Aspiring to become a key preschool teacher.

One of the standards for selecting key preschool teachers is having at least 05 years of direct experience in performing the duties of caring for and educating children at preschool education institutions up to the time of selection.

a) The preschool education institution selects and proposes key preschool teachers and reports to the direct managing agency at a higher level;
b) The head of the education and training department selects and approves the list of key preschool teachers according to their authority; reports to the provincial department of education and training;
c) The director of the provincial department of education and training selects and approves the list of key preschool teachers according to their authority; reports to the Ministry of Education and Training as required.

What are the tasks of key preschool teachers in Vietnam?

[1] Supporting and advising colleagues in the preschool education institution or other preschool education institutions in the area on issues related to ensuring and improving the quality of care and education for preschool children;
[2] Compiling training materials, guiding teachers, parents, and guardians of children;
[3] Organizing guidance for students in their teaching practice and internships;
[4] Connecting with lecturers of preschool education departments to exchange knowledge on nurturing, caring for, and educating children;
[5] Guiding and supporting colleagues in the school or schools within the area about building and implementing plans:
- The school's educational plan;
- The plan for nurturing and health care activities, the plan for educational activities for children in groups and classes;
- On carrying out online teacher training courses;
- On training and participating in professional development courses for the teaching staff within the school or schools within the area; participating in training courses as required annually by the sector (at district, provincial, and ministry levels);
[6] Advising the direct management level on building the school's educational plan suitable to the specific conditions of the school, classes, and the socio-economic situation of the locality to ensure the objectives and quality of caring and educating children and enhancing the professional competence of the teaching staff;
[7] Participating in organizing and reporting on professional activities at special topic conferences, professional activities of preschool education institutions, or other preschool education institutions within the area.
