Based on the Rules of the Online Contest "Youth Learning and Following the Ideology, Morality, and Style of Ho Chi Minh" for the 2024-2025 school year issued with Decision 3891/QD-BGDDT in 2024 Download, the guidelines for login to attend the Contest "Youth Learning and Following the Ideology, Morality, and Style of Ho Chi Minh" in the 2024-2025 school year on hocvalamtheobac mobiedu vn are as follows:

Step 1: Candidates visit the contest's official website at the following link from 09:00 on December 16, 2024:

hocvalamtheobac.mobiedu.vn

Step 2: Candidates fill in the information to register an account. After registering, candidates can take a practice test online at the contest's official website.

Eligible Participants Include:

- Table A: For secondary school students (including students from junior high schools, high schools, schools with multiple educational levels, ethnic boarding schools, semi-boarding schools, and attendees of continuing education centers).

- Table B: For students studying at training institutions domestically and Vietnamese students studying abroad.

- Table C: For teachers, lecturers, education management staff, members of youth unions (under 35 years of age).

- Candidates answer 30 questions in 10 minutes. The time starts when the candidate begins the test and ends when they press the finish button. Each correct answer earns 10 points, incorrect answers are not penalized. The maximum score for each round is 300 points. During the test, candidates can revise answered questions or choose to finish at any time.

What are the expenditure levels for tasks related to Learning and Following the Ideology, Morality, and Style of Ho Chi Minh in Vietnam?

According to Article 4 of Circular 97/2018/TT-BTC, expenditure levels for tasks related to Learning and Following the Ideology, Morality, and Style of Ho Chi Minh in Vietnam are stipulated as follows:

(1) Expenditure levels are based on existing financial spending standards and policies as defined by competent state authorities.

(2) For expenditures without specified spending levels by competent state authorities, Ministers, heads of central agencies, and provincial People's Councils shall decide to apply spending levels for similar nature tasks and expenditures as authorized, with legitimate invoices and documents, within the assigned budget, and take responsibility for their decisions.

(3) Some specific expenditure levels are as follows:

Expenditure for writing, compiling, and translating documents:

- Writing, compiling documents: Implemented as regulated in Circular 76/2018/TT-BTC.

- Payment for translation services from Vietnamese to foreign languages and vice versa: Implemented as stipulated in Circular 71/2018/TT-BTC.

- Expenditure for conferences, seminars, interim, and final summaries, travel allowances for instructions, inspections, and supervision: Implemented as stipulated in Circular 40/2017/TT-BTC.

- Rewards for outstanding individuals and groups: Implemented according to legal provisions on emulation and rewards.

Under Article 3 of Circular 97/2018/TT-BTC, the expenditures are regulated as follows:

- Expenditure for writing, compiling, and translating documents for learning purposes;

- Expenditure for purchasing learning materials;

- Expenditure for organizing conferences and seminars;

- Expenditure for directing and inspection activities;

- Expenditure for information and communication activities;

- Expenditure for interim and final summaries;

- Expenditure for rewards for outstanding individuals and groups;

- Expenditure for office supplies;

- Other expenditures.
