Under Article 2 of Circular 24/2024/TT-BGDDT (effective from February 8, 2025) on transitional provisions:

Transitional Provisions

1. Candidates who have completed the general education program before 2025 but have not graduated from upper secondary education will take the papers with the question papers of the General Education Program issued with Decision No. 16/2006/QD-BGDDT dated May 5, 2006, the Continuing Education Program issued with Decision No. 50/2006/QD-BGDDT dated November 7, 2006, and the guidance documents for adjusting teaching content of the Ministry of Education and Training.

2. Candidates who have a high school diploma and/or a post-secondary diploma wishing to participate in the High School Graduation Exam 2025 as a basis for enrollment registration can choose to take the papers with the question papers stipulated in clause 1 of this Article or the question papers according to clause 2, Article 4 of the Exam Regulations issued with this Circular.

3. From 2026, the Ministry of Education and Training will organize the high school graduation exam with only one type of question paper under the provisions of clause 2, Article 4 of the Exam Regulations.

Thus, the High School Graduation Exam 2025 will have two different question papers according to the two general education programs of 2006 and 2018.

- The question paper according to the 2006 general education program will apply to candidates who have completed the general education program before 2025 but have not yet graduated from upper secondary education.

- The question paper according to the 2018 general education program will apply to candidates currently studying the general education program 2018.

Moreover, candidates who have a high school diploma and/or a post-secondary diploma wishing to participate in the High School Graduation Exam 2025 as a basis for enrollment registration can choose to take the papers with the 2006 general education program or the 2018 general education program.

Who is eligible to take the High School Graduation Exam 2025 in Vietnam?

According to Article 19 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT, regulations on candidates and eligibility requirements for taking the exam include:

- Individuals who have completed the General Education/Continuing Education program in the year of the exam;

- Individuals who have completed the General Education/Continuing Education program but have not graduated in previous years;

- Individuals who already hold a High School Diploma but retake the exam to use the results for enrollment registration;

- Individuals who already hold a Post-secondary Diploma who retake the exam to use the results for enrollment registration.

What are the requirements regarding question papers for the high school graduation exam 2025 in Vietnam?

Under Article 5 of the high school graduation exam regulations issued with Circular 24/2024/TT-BGDDT, the requirements regarding question papers for the high school graduation exam 2025 in Vietnam are as follows:

In an exam, there is an official question paper and a backup question paper for each subject. The question paper must meet the following requirements:

- The content of the question paper must comply with Clause 2, Article 4 of these Regulations;

- Ensure accuracy, scientific, and pedagogical nature; wording and phrasing must be clear;

- Closely follow the required standards in the General Education Program; ensure the classification of candidates;

- Written question papers must specify the score for each question; the scores for exam subjects are calculated on a 10-point scale;

- Each question paper must include an answer key, and for essay exams, there must be additional grading guidelines;

- The question paper must indicate the number of pages (for question papers with more than two pages); mark the word "END" at the end of the question paper.

What does the application for taking the High School Graduation Exam in Vietnam include?

Under clause 3, Article 20 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT, the application for taking the High School Graduation Exam in Vietnam includes:

- Exam Registration Form;

- Valid certificates for priority/encouragement policies (if any);

- 4x6-sized photos taken in the style of ID/citizen ID card, taken no more than 06 months before submitting the application;

- Copies of the academic records at the upper secondary level (for candidates under point b, clause 1, Article 19 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT);

- A copy of the High School Diploma (for candidates under point c, clause 1, Article 19 of the High School Graduation Exam Regulations issued together with Circular 24/2024/TT-BGDDT);

- A copy of the Post-post-secondary diploma, along with a copy of the Academic Record or transcript for cultural subjects at the upper secondary level as stipulated by the Education Law and current guidance documents from the Ministry of Education and Training (for candidates under point d, clause 1, Article 19 of Circular 24/2024/TT-BGDDT);

- Confirmation of reserved scores (if any) from the Principal of the high school where the candidate took the exam in the previous year or from the Department of Education and Training if the candidate took the exam in another province.
