Under Article 57 of the high school graduation exam regulations issued with Circular 24/2024/TT-BGDDT, actions taken against candidates committing violations of the Exam Regulations in Vietnam include:

(1) Reprimand

- The action applies to candidates making a single mistake; looking at or exchanging papers with another candidate;

- This form is decided by the supervisor in a report.

(2) Warning

- The action applies to candidates committing any of the following violations: Having been reprimanded once but continuing to violate exam regulations at the reprimand level in the same exam session; exchanging exam papers or scratch paper with other candidates; copying from or allowing others to copy one's exam paper;

- The warning form of discipline is decided by the supervisor in a report, along with the evidence (if any).

(3) Suspension from Exam

- The action applies to candidates committing any of the following violations:

+ Having been warned once but continuing to violate exam regulations at the reprimand or warning level during the same exam session; bringing unauthorized items into the exam room as stipulated in Article 21 of the high school graduation exam regulations issued with Circular 24/2024/TT-BGDDT;

+ Sending question papers outside or receiving solutions from outside into the exam room; writing or drawing unrelated contents to the exam on the answer sheet;

+ Fighting or threatening those responsible in the exam or other candidates;

+ Not complying with instructions from exam room supervisors or waiting room managers during transit within the exam area and waiting room time;

- The supervisor will make a report, collect evidence (if any), and report to the Head of the Exam Place to decide on suspension. If the Head of the Exam Place disagrees, it will be reported to the Head of the Invigilation Board for a decision.

Candidates suspended from the exam must submit their exam, question papers, scratch paper to the supervisor and leave the exam room immediately after the decision and can only leave the exam area after the exam session ends;

- Candidates suspended in any year will have all their exam results for that year annulled.

(4) Deduction of Exam Score

- Candidates reprimanded during any exam session will have 25% of the total score of that paper deducted;

- Candidates warned during any exam session will have 50% of the total score of that paper deducted;

- Papers found marked during grading will have 50% of the total score deducted;

- A score of 0 (zero): papers copied from illegally brought materials into the exam room; having more than one solution for a problem; papers written by more than one person; parts of the exam written on non-compliant paper;

- Candidates suspended for an exam will receive a score of 0 (zero) for that paper and cannot continue with subsequent papers;

- The deduction and zeroing of scores, and marking of papers are decided by the Marking Board leadership based on written reports from the leader of the written paper marking team.

(5) Annulment of Exam Results for Candidates

- Having two or more papers scoring 0 (zero) due to violations at point d, clause 4, Article 57 of the high school graduation exam regulations issued with Circular 24/2024/TT-BGDDT;

- Writing or drawing unrelated contents on the exam paper;

- Allowing others to sit or take papers on behalf of another under any form;

- Tampering or altering submitted papers;

- Using someone else's work to submit.

Based on the examination council chairman's written report, the Director of the Department of Education and Training decides to annul the exam results.

(6) Cancellation of Exam Results and Preparation for Legal Assessment against candidates committing the following violations:

- Forging documents to gain preferential or encouraged policies;

- Using unlawful degrees or certificates;

- Allowing others to take papers or do coursework on their behalf;

- Actions of disruption or sabotage of the exam; assaulting those involved in the organization or other candidates;

- Using illegal exam result certificates.

(7) For violations with criminal indications, educational management agencies file and send reports to competent authorities for potential prosecution; for other violations, depending on the nature and seriousness, disciplinary action will be taken according to the specified measures mentioned above.

Under Article 19 of the Regulation on the high school graduation exam issued together with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), the eligible candidates and eligibility requirements for taking the high school graduation exam from 2025 in Vietnam are stipulated as follows:

1. Eligible candidates include:

- Individuals who have completed the General Education/Continuing Education program in the year of the exam;

- Individuals who have completed the General Education/Continuing Education program but have not graduated in previous years;

- Individuals who already hold a High School Diploma but retake the exam to use the results for enrollment registration;

- Individuals who already hold a Post-secondary Diploma who retake the exam to use the results for enrollment registration.

2. Eligibility requirements for taking the exam

- Eligible candidates must register and submit all required documents on time;

- Candidates under point d, clause 1 of this Article must ensure they have studied and met the requirements for sufficient high school cultural knowledge volume as stipulated by the Education Law 2019 and current guidance documents from the Ministry of Education and Training.
