According to Clause 2, Article 4 of Circular 34/2021/TT-BGDDT on the application for examination or consideration for promotion to a higher professional title in Vietnam:

2. In the case of applying for consideration for promotion to the higher professional title, in addition to the documents stipulated in Clause 1 of this Article, evidence of meeting the standards of the professional title applied for should be submitted according to the guidelines in the appendix attached to this Circular.

Under the Appendix issued with Circular 34/2021/TT-BGDDT, guidelines for giving evidence serving the consideration for promotion to the higher professional title of preschool teachers and primary school teachers are provided.

The application for promotion to the higher professional title is scored on a 100-point scale, including the following components:

(1) Scoring of the criteria group on the qualification standards (20 points)

Includes degrees and certificates as per the standards of training and retraining levels of the grade applied for.

(2) Scoring of the criteria group on the standards of professional competence (80 points)

Includes the following evidence:

- Minutes of the meeting with the participation of the Principal, Vice Principal in charge of the subject matter, professional group, representatives of mass organizations in the school, recording opinions, assessing each criterion with principal confirmation; other evidence (if any) demonstrating the meeting of professional competence standards to undertake the tasks of the grade applied, such as degrees, certificates, recognitions, decisions, certificates of merit, awards, projects, or products applied in education, teaching students and related documents: 45 points;

- Evidence of competition titles, awards, and outstanding teacher titles as required for the grade applied: 20 points;

- Evidence of time holding the lower adjacent professional title (including the equivalent grade retention period as per regulations) as required for the grade applied for: 15 points.

Note: Circular 34/2021/TT-BGDDT is effective until December 15, 2024.

What are the conditions and criteria for promotion to the professional title of Grade II preschool teacher in Vietnam?

According to Article 3 of Circular 13/2024/TT-BGDDT, the conditions and criteria for promotion to the professional title of Grade II preschool teacher in Vietnam are as follows:

Preschool teachers can apply for consideration for promotion to the professional title of Grade II preschool teacher (code V.07.02.25) upon meeting the following conditions and criteria:

- Currently holding the professional title of Grade III preschool teacher (code V.07.02.26).

- During the time of holding the professional title of Grade III preschool teacher and equivalent, having 2 consecutive years before the year of consideration for promotion rated at good completion of tasks or above; possessing good political qualities and professional ethics; not within the disciplinary period; not within the time of implementing regulations related to discipline as stipulated by the Communist Party of Vietnam and law.

- Meeting the qualification standards for the professional title of Grade II preschool teacher as regulated in point a, clause 3, Article 4 of Circular 01/2021/TT-BGDDTT and clause 2, Article 1 of Circular 08/2023/TT-BGDDTT, Circular 03/2021/TT-BGDDTT, Circular 04/2021/TT-BGDDTT.

- Meeting the standards of professional competence of the professional title of Grade II preschool teacher as specified in points a, b, c of clause 4, Article 4 of Circular 01/2021/TT-BGDDTT and clauses 4, 5 of Article 1 of Circular 08/2023/TT-BGDDTT.

- Meeting the period of holding the professional title of Grade III preschool teacher (including equivalent grade retention) as specified in clause 6, Article 1 of Circular 08/2023/TT-BGDDTT.

In cases where teachers before recruitment or reception have had working time according to law conformity, with compulsory social insurance contributions, regulations by the Government of Vietnam at point d, clause 1, Article 32 of Decree 115/2020/ND-CP amended, supplemented at clause 16, Article 1 of Decree 85/2023/ND-CP shall apply.

What are the conditions and criteria for promotion to the professional title of Grade I preschool teacher in Vietnam?

- Currently holding the professional title of Grade II preschool teacher (code V.07.02.25).

- During the time of holding the professional title of a Grade II preschool teacher and equivalent, having 5 consecutive years before the year of consideration for promotion rated at a good completion of tasks or above, with at least 2 years rated at an excellent completion of tasks; possessing good political qualities and professional ethics; not within the disciplinary period; not within the time of implementing regulations related to discipline as stipulated by the Communist Party of Vietnam and law.

- Meeting the qualification standards for the professional title of Grade I preschool teacher as regulated in point a, clause 3, Article 5 of Circular 01/2021/TT-BGDDTT and clause 2, Article 1 of Circular 08/2023/TT-BGDDTT.

- Meeting the standards of professional competence of the professional title of Grade I preschool teacher as specified in points a, b, c of clause 4, Article 5 of Circular 01/2021/TT-BGDDTT and clauses 4, 7 of Article 1 of Circular 08/2023/TT-BGDDTT.

Among them, the emulation titles and forms of commendation as specified in clause 7, Article 1 of Circular 08/2023/TT-BGDDTT must be the emulation titles and commendations achieved during the time holding the professional title of a Grade II preschool teacher and equivalent.

- Meeting the period of holding the professional title of Grade II preschool teacher (including equivalent grade retention) as specified in clause 8, Article 1 of Circular 08/2023/TT-BGDDTT.
