+ How to start and turn off the engine, use the throttle, and brakes, change gears, and utilize protective equipment;

+ Proper sitting posture on the bike and safe dismounting;

+ Starting, adjusting to suitable speeds, and stopping safely;

+ Operating practice according to four models including passing figure eight patterns, straight road markings, barriers, and rough terrain;

+ Other related content.

- Students will practice safe motorbike operating according to the following content:

+ How to start and turn off the engine, use the throttle, and brakes, change gears, and utilize protective equipment;

+ Proper sitting posture on the bike and safe dismounting;

+ Starting, adjusting to suitable speeds, and stopping safely;

+ operating practice according to four models including passing figure eight patterns, straight road markings, barriers, and rough terrain;

- The duration of guidance and assessment of safe motorbike operating skills are conducted according to the guidelines of the Traffic Police Authority, directly implemented to suit the practical requirements at educational facilities and ensure content guidance in Clause 1, Article 4 of Decree 151/2024/ND-CP.

[1] First-time driving learners must submit one set of documents directly at the training institution, with direct photo-taking stored in the driving license database.

Documents include:

- Application form for driving lessons and examination for driving license issuance

- A copy or certified electronic copy from the original or an electronic copy issued from the original registry of one of the following documents: temporary residence card, permanent residence card, diplomatic identity card, official identity card (for foreigners).

[2] Driver license upgraders must submit one set of documents directly at the training institution, with direct photo-taking stored in the driving license database.

Documents include:

- Application form for driving lessons and examination for driving license issuance

- A copy or certified electronic copy from the original or an electronic copy issued from the original registry of one of the following documents: temporary residence card, permanent residence card, diplomatic identity card, official identity card (for foreigners).

- A copy of the lower secondary school graduation diploma or equivalent or higher for upgrading the driving license to classes D1, D2, and D (present a copy with the original for comparison or a certified copy or a certified electronic copy from the original or electronic copy from the original registry);

- The Ministry of Public Security chairs and cooperates with the Ministry of Education and Training, the Ministry of Labor - Invalids and Social Affairs to build a teaching program and instructional materials for practical safe motorbike operating skills, ensuring suitability for the target audience and content specified in Article 5 of Decree 151/2024/ND-CP.

- The Ministry of Education and Training chairs and directs management agencies of upper secondary schools to prepare physical facilities and motorbike means to cooperate with the Traffic Police force to organize safe motorbike operating skills training.

- The Ministry of Labor - Invalids and Social Affairs chairs and instructs vocational education management agencies to prepare physical facilities and motorbike means to cooperate with the Traffic Police force to organize safe motorbike operating skills training.

- Responsibilities of upper secondary schools and vocational education and training institutions:

+ Organize for students and their families to sign commitments to comply with the law's regulations on road traffic order and safety, including that students will not operate motorcycles if they do not meet the legal conditions, will not operate motorbikes before completing the safe motorbike operating skills program; families will not allow students to drive if they do not meet the required legal conditions;

+ Coordinate with the Parent committee to regularly remind children to comply with their signed commitments and frequently exchange and update information with families on how students adhere to road traffic order and safety laws while participating in traffic;

+ Include compliance with road traffic order and safety laws as a criterion for evaluating and classifying student conduct.
