What are the guidelines for registering the "Learning Citizen" title in Vietnam?
To self-assess according to the criteria for the "Learning Citizen" title, citizens register for an account on the Vietnam Association for Promoting Education's system.
Below are the detailed guidelines for registering the "Learning Citizen" title.
Step 1: Access the website: congdanhoctap.vn. Then, click on LOGIN located on the left side of the red menu bar displayed at the top of the homepage.
If you already have an account, enter your account/email/citizen ID card and password to access your account. If not, proceed to register.
Step 2: Fill in personal information
In the account registration section, citizens need to fill in some mandatory personal information (marked with a red asterisk) including citizen ID card/ID card; full name; gender; year of birth; ethnicity; religion; province/city; district; ward/commune.
Some sections offer a list of choices, where you only need to select the information that applies to you. Other sections require you to enter information by typing into the blank boxes.
For information with a QR code symbol, you can enter it by using a camera to scan.
Step 3: Fill in security information
Citizens create a password for their account and verify it to ensure accuracy.
Step 4: Fill in work information (if applicable)
Step 5: Click on REGISTER ACCOUNT at the bottom of the page.
Step 6: Once you have an account, citizens can self-assess their "Learning Citizen" status by choosing one of 4 groups of evaluation forms.
Each self-assessment form corresponds to the selected group of subjects and will feature questions divided into three competency groups: self-learning and lifelong learning competency; competency to use interactive tools; competency to build and maintain social relationships.
In each competency group, users read the assessment indicators on the left and select the answers that correspond to themselves on the right column.
Step 7: After completing all indicators, press SUBMIT INFORMATION to complete the self-assessment form or GO BACK to review the questions.

Under Subsection 2 Section 1 of Decision 677/QD-TTg 2022 guiding the objectives of the Program "Building the learning citizen model for the 2021-2030 period" by 2025 in Vietnam:
- 100% of the officials and members of the Vietnam Association for the Promotion of Learning are educated on the criteria for building a "Learning Citizen" model;
- 40% of adults in learning families, clans, and communities (villages, hamlets, and equivalent), 60% of officials and public employees, and workers in learning units at the commune, district, and provincial levels and at central agencies achieve the "Learning Citizen" title;
- 70% of those achieving the "Learning Citizen" title must have digital skills and meet job requirements according to the National Digital Transformation Program; of which 60% are proficient in digital skills to self-update information on the criteria for evaluating "Learning Citizen" in the digital environment.
How to promote the propagation of the Learning Citizen model in Vietnam?
Under Subsection 2 Section 2 of Decision 677/QD-TTg 2022 guiding the promotion of the "Learning Citizen" model:
- Organize propagation through the press system, bulletins, internal newsletters, electronic news sites of the Association for the Promotion of Learning at all levels, on national and local mass communication media;
- Organize propagation in agencies, organizations, educational institutions, vocational education facilities, enterprises, and armed forces;
- Launch a lifelong learning movement to build a "Learning Citizen" model nationwide.
What is the funding source for implementing the Program "Building the Learning Citizen model for the 2021-2030 period" by 2025 in Vietnam?
