Guidelines for Implementing the Management of Diplomas and Certificates for the 2024-2025 Academic Year in Vietnam
On August 26, 2024, the Minister of Education and Training issued Official Dispatch 4697/BGDDT-QLCL in 2024 providing guidance on quality management tasks for the school year 2024 - 2025.
Based on Subsection 3, Section B of Official Dispatch 4697/BGDDT-QLCL in 2024, the Ministry of Education and Training provides guidance on performing the management of diplomas and certificates for the school year 2024 - 2025 as follows:
- Conduct a review and issue regulations on the management of diploma and certificate templates, the issuance of diplomas and certificates in the locality, ensuring content is comprehensive, conformable, and suitable to the actual conditions at the Departments of Education and Training and local specifics. This is identified as an important tool for management, guidance, and inspection to ensure the issuance of diplomas and certificates is conformable with current standards and serves the needs of learners and the public well.
- Review, inspect, and re-evaluate the training programs, organizational and management work of training courses, and quality assurance conditions for training, assessment, and issuance of certificates according to authority and locality. Cease the issuance of certificates to units that do not meet the conditions, and strictly handle violations (if any) according to the regulations. Strengthen the management of linking foreign language proficiency certificate exams organized by external entities in the locality.
- Select and arrange qualified and capable staff to handle the management of diplomas and certificates. Organize training and professional development sessions on the management of diplomas and certificates for staff performing this task at the District Divisions of Education and Training, authorities authorized to issue certificates.
- Proactively cooperate with local law enforcement agencies to investigate and strictly handle according to legal regulations cases of forged diplomas and certificates; buying, selling, and using fake diplomas and certificates in the locality.
- Actively digitize the management of diplomas and certificates, continue building a database on diplomas and certificates to ensure public information on the issuance of diplomas and certificates on the authorized entities' websites as regulated by the Ministry of Education and Training.
Update diploma and certificate data to the Ministry of Education and Training's software (managed and operated by the Center for Qualification Recognition - OLCL Department) to meet the needs of querying and verifying information on diplomas and certificates of organizations, units, and the public. Gradually move towards the issuance and use of digital diplomas.
- Urgently implement full online public services for the recognition of diplomas issued by foreign educational institutions for use in Vietnam as stipulated in Circular 07/2024/TT-BGDDT.

Guidance on Performing Exam and Education Quality Assessment Tasks for the 2025 High School Graduation Exam in Vietnam
According to Subsection 1, Section B of Official Dispatch 4697/BGDDT-QLCL in 2024 Here, the Ministry of Education and Training provides guidance on performing exam and education quality assessment tasks for the 2025 High School Graduation Exam as follows:
- Enhance management functions, and assign the responsibility of directing and managing the exam organization to the Provincial People's Committees and the Departments of Education and Training in directing the organization of the exams at local levels.
- Develop and strictly implement, promptly, the regulations and requirements in the guiding documents on exam organization at all levels; Organize feedback sessions for draft legal documents, High School Graduation Exam regulations from 2025, guiding documents for organizing the exam, and proactively assess the impact at the local level.
- Continue training teachers to develop exam questions and participate in contributing exam questions/test papers to the Open Question Bank supporting the organization of the High School Graduation Exam from 2025.
- Ensure proper selection of exam personnel; enhance dissemination of Exam Regulations; improve the quality of professional training for all participants in the exam organization, with a focus on training tasks for inspection, supervision, and preventing the use of high technology for cheating in exams.
- Promote the application of IT in management, direction, and exam organization; actively participate in testing viable and effective exam organization software.
- Analyze, evaluate, and effectively utilize the graduation exam result database to serve professional management tasks and policy issuance.
Guidance on Performing Exam and Education Quality Assessment Tasks for National and International Wide-Scale Assessment Programs in Vietnam
Based on Subsection 1, Section B of Official Dispatch 4697/BGDDT-QLCL in 2024 Here, the Ministry of Education and Training provides guidance on performing exam and education quality assessment tasks for national and international wide-scale assessment programs for the school year 2024 - 2025 as follows:
- Carefully prepare and implement the official survey of the international Programme for International Student Assessment (PISA) cycle 2025 on computers locally: Develop detailed plans for mobilizing, allocating funding, equipping facilities, and human resources; advise local authorities in directing and promoting information; guide educational institutions in preparing data of principals, teachers, students, and parents.
- Implement a trial survey of the Wide-Scale Assessment Program on learning outcomes of students in grades 5, 9, and 11.
- Create conditions and assign staff and teachers to participate in training and retraining on technical frameworks, methods, and assessment tools of national wide-scale assessment programs, forming a foundation for applying assessments of learners to meet the implementation requirements of the 2018 General Education Program.
- Effectively and suitably implement locally the Scheme "Development of a National Wide-Scale Assessment System Meeting the Requirements of Enhancing Quality and International Integration of General Education 2022-2030" issued by the Provincial People's Committee.
