Guidelines for applying STEM in primary education in Vietnam for the school year 2024-2025
According to the guidelines in Subsection 6, Section 1, Part B of Official Dispatch 3898/BGDDT-GDTH of 2024, the application of STEM education in primary education for the school year 2024-2025 is as follows:
Organize the implementation of STEM education in alignment with the orientation of the General Education Program as guided by the Ministry of Education and Training with specific requirements as follows:
- Provinces and cities should develop plans to implement STEM education in all educational institutions implementing the primary level of the general education program in their territories, ensuring quality and regulatory requirements.
- Focus on organizing training sessions, guiding schools in developing and implementing plans, organizing specialized thematic conferences, evaluation, summary, and drawing experience to ensure the quality, effectiveness, and practicality of STEM education implementation in local educational institutions.
- Strengthen recommendations to provincial People's Committees to direct provincial departments and authorities and district-level localities to allocate financial resources and provide physical infrastructure to ensure the effective implementation of STEM education in local educational institutions in line with local conditions according to regulations; effectively implement communication efforts to raise awareness among administrators, teachers, parents, and students about the role of STEM education.
During local implementation, guide teachers to effectively use learning resources available at https://stemtieuhoc.edu.vn and organize the selection of resources and other learning materials according to regulations.

Guidelines for the Task of Teaching Foreign Languages 1, Informatics according to the General Primary Education Program in Vietnam
According to Subsection 3, Section 1, Part B of Official Dispatch 3898/BGDDT-GDTH of 2024, the task of organizing the teaching of Foreign Languages 1 and Informatics according to the primary level general education program is as follows:
* Organizing the Teaching of Foreign Languages 1
- For grades 1 and 2: Continue to implement the optional English program ensuring the requirements specified in the General Education Program.
For other foreign languages besides English, including German, Korean, Russian, Japanese, French, and Chinese that have been issued programs by the Ministry of Education and Training, based on the implementation conditions of educational institutions and the needs of students and parents, educational institutions proactively implement optional teaching in grades 1 and 2 and choose teaching materials according to the regulations of the Ministry of Education and Training.
When implementing optional Foreign Language 1 teaching in grades 1 and 2, ensure continuity with the compulsory foreign language subject from grade 3; appropriate teaching duration with the initial familiarization format to avoid overloading students; perform regular assessments to support learning without using assessment results for grade progression; the optional Foreign Language 1 teaching for grades 1 and 2 should be reflected in the school’s education plan according to regulations.
- For grades 3, 4, and 5: Implement solutions to organize compulsory teaching of Foreign Language 1; choose among Foreign Languages 1 that meet the necessary conditions for implementation suitable to the organizational capacity of educational institutions, students' and parents' needs, ensuring continuity and meeting requirements specified in the foreign language program and directives from the Ministry of Education and Training.
Implement the use of the Primary English Learning Resource System on computers and online according to Plan No. 160/KH-BGDDT ensuring quality, relevance, and suitability with local conditions and capability.
Encourage educational institutions to undertake private investment voluntarily in foreign language teaching to increase learning time; teach foreign languages through math and science topics; teach some subjects in foreign languages.
Enhance the organization for teachers and students to learn foreign languages via television, media, and other suitable learning resources.
Promote foreign language practice through activities like story reading, experiential activities, creating a foreign language environment outside the classroom, contests, and exchanges for students as directed by the Ministry of Education and Training.
* Organizing the Teaching of Informatics
Organize compulsory Informatics teaching for all students in grades 3, 4, and 5 according to the requirements specified in the General Education Program; implement solutions to organize Informatics teaching as guided by the Ministry of Education and Training.
Organize computing education activities, digital citizenship skill education for students as guided by the Ministry of Education and Training.
Based on actual conditions and the teacher workforce, flexibly implement solutions to enhance computing education and digital citizenship skill education for students in grades 1 and 2 to "form early necessary skills for digital citizens" and lay the foundation for students to easily engage in Informatics in grades 3, 4, and 5.
For grades 3, 4, and 5, increase learning duration and content by theme and knowledge stream to strengthen and deepen knowledge in Informatics while allowing students to explore, understand, and broaden knowledge in Informatics, developing computing competence.
Organize training and develop plans to implement digital citizenship skill education according to the General Education Program as guided by the Ministry of Education and Training.
Five general tasks for Primary Education in Vietnam in the school year 2024-2025
According to Part A of Official Dispatch 3898/BGDDT-GDTH of 2024, the five general tasks for primary education in the school year 2024-2025 are as follows:
(1). Effectively implement the primary level general education program issued with Circular 32/2018/TT-BGDDT; enhance school safety assurance; effectively implement decentralization of management linked with accountability in organizing the school year's plan according to regulations and practical conditions at localities.
(2). Focus on the development of the school and class network planning and ensure physical facilities, teaching equipment; maintain and enhance the quality of primary education universalization and implement compulsory primary education as prescribed by the Education Law 2019.
(3). Continuously improve the quality of teachers and management staff; develop plans for recruitment, training, retraining, and self-training to ensure an adequate number of teachers, ensuring the quality of teaching subjects and educational activities according to the primary level general education program; effectively implement the work of evaluation and regular retraining of teachers and management staff according to professional and headmaster standards.
(4). Promote digital transformation and innovate management and school governance; implement democratic, disciplined, orderly, quality, and effective school governance in primary educational institutions.
(5). Continuously carry out inspection, examination, and supervision according to authority; effectively use textbooks, learning resources, and teaching equipment according to practical conditions; flexibly apply teaching methods and organizational forms to develop students' character and capabilities; launch and organize emulation movements, and expand exemplary models in teaching work.
