Guidance on Organizing the Lifelong Learning Week by the Ministry of Education and Training of Vietnam in 2024
On September 9, 2024, the Ministry of Education and Training issued Official Dispatch 5201/BGDDT-GDTX in 2024 on the organization of Lifelong Learning Week in 2024.
The theme of the 2024 Lifelong Learning Week is Promoting a Reading Culture to Foster Lifelong Learning.
The 2024 Lifelong Learning Week will be held from October 1, 2024, to October 7, 2024, with the Opening Ceremony scheduled for October 1, 2024.
The Ministry of Education and Training suggests the following activities for the 2024 Lifelong Learning Week:
- Intensify and innovate information and propaganda activities across mass media, electronic portals of relevant units and organizations, and social networking sites about the importance and role of promoting a reading culture to foster lifelong learning.
- Hang banners and slogans at educational institutions, factories, offices, agencies, and public places; organize propaganda in various forms about the theme and activities of the Week to raise public awareness and participation.
- Organize the Opening Ceremony of the Week with the participation of party committee authorities, government leaders, relevant agencies, social organizations, enterprises; representatives of educational institutions, cultural establishments, mass media; representatives from all social strata, students, trainees, and pupils in the area.
- Conduct the Week's activities in suitable and effective formats; focus on remote areas and areas with difficult conditions to widely involve society and integrate the Week's theme into real life effectively.

Solutions for Organizing Movements and Campaigns to Promote Lifelong Learning in Vietnam
Based on Subsection 5, Section 3, Article 1 of Decision 1373/QD-TTg of 2021, the solutions for organizing movements and campaigns to promote lifelong learning include:
- Strengthen mobilization and encouragement of all social strata to build and maintain the habit of self-study and the concept of lifelong learning appropriate to each individual's specific conditions.
- Launch campaigns and movements on promoting learning and talent, building a learning society nationwide, closely and effectively linking them with other movements and campaigns to foster learning in every family, clan, and residential community.
- Mobilize the participation and cooperation of businesses to effectively implement movements and activities that promote self-study, continuous learning, and participation in learning in a technology environment for workers; support workers to have favorable conditions for lifelong learning.
- Promote the lifelong learning movement in families, clans, communities, and build a model of the learning citizen according to the approved Scheme.
Tasks and Solutions for Applying Information Technology in Organizing Lifelong Learning Activities in Vietnam
According to Subsection 3, Section 3, Article 1 of Decision 1373/QD-TTg of 2021, the solutions for applying information technology in organizing lifelong learning activities include:
- Strongly apply information technology and digital technology to enhance the operational capacity of higher education institutions, vocational education institutions, continuing education institutions, and cultural establishments:
+ Higher education institutions: Continue to promote the development of distance education, focusing on the application of advanced technologies; improve the quality of distance education, with emphasis on the accreditation of distance education programs that grant diplomas.
Increase the construction, exploitation, integration, and sharing of open educational resources and open learning materials with educational institutions, organizations, and individuals domestically and internationally; actively participate in the Vietnam Digital Knowledge System Scheme, and localize international open educational resources.
+ Vocational education institutions: Innovate training methods according to the open, diverse, flexible education model linked to the Vietnam National Qualifications Framework and the labor market, meeting the requirements of the Fourth Industrial Revolution.
Promote forms of work-study training, distance learning, and guided self-study to help workers, especially rural laborers, persons with disabilities, housewives, and the elderly easily access and enhance their vocational skills.
Strongly implement digital transformation and the application of information technology in training, retraining, and upgrading occupational skills for workers and employees.
+ Continuing education institutions: Diversify educational content, strongly innovate teaching and learning methods combined with the application of modern technology, information technology, social networks, and utilization of open educational resources to expand access and improve learning quality for everyone.
+ Cultural establishments: Innovate operational methods and models, and supply products and services supporting learning on digital technology platforms;
Strengthen cooperation in creating and sharing information and data between cultural establishments and higher education institutions, vocational education institutions, agencies, organizations to support lifelong learning for the population.
- Organize educational programs on radio and television channels, electronic news websites, broadcast television applications of central and local radio and television stations; upload on the digital platforms of social networks with a large number of users in Vietnam;
- Build an open educational resource repository to serve self-study and lifelong learning on educational television channels according to the approved Scheme;
- Enhance the capacity of open higher education institutions in localities, especially in Hanoi and Ho Chi Minh City, to serve as centers for constructing and researching the development of open and distance education technology; develop open learning materials and train and retrain teachers to serve lifelong learning.
