Based on Article 14 of the regulation on undergraduate education issued together with Circular 08/2021/TT-BGDDT, the conditions for students to graduate with honors are as follows:

Graduation recognition and degree awarding

1. Conditions for graduation consideration and recognition:

a) The student has accumulated sufficient units of study and credits and completed other compulsory contents required by the training program and achieved the expected learning outcomes of the training program;

b) The student has average GPA or higher for the whole course;

c) At the time of graduation consideration, the student is not facing a criminal prosecution or suspended from study.

2. Principals shall issue graduation recognition decisions and award degrees to students eligible for graduation within 03 months starting from the time where the students become eligible and have fulfilled all obligations with their training institutions.

Thus, the eligibility requirements for university students to be recognized for graduation at excellent are as follows:

- The student has accumulated sufficient units of study and credits and completed other compulsory contents required by the training program and achieved the expected learning outcomes of the training program;

- The student has a GPA or higher for the whole course as stipulated in Clause 5, Article 10 of the regulation on undergraduate education issued along with Circular 08/2021/TT-BGDDT (from 3.6 to 4.0 on a 4-point scale, from 9.0 to 10.0 on a 10-point scale).

- At the time of graduation consideration, the student is not facing a criminal prosecution or suspended from study.

Note: Students may not recognized for graduation at excellent if they fall into the following cases:

- Retaken units of study exceed more than 5% of total credits required for the whole program;

- The student received a warning or a more severe penalty when they attended the program.

What are the disciplinary measures against university students in Vietnam?

Under Article 9 of the Regulations for student affairs in formal higher education programs issued along with Circular 10/2016/TT-BGDDT, violating students may, depending on the nature, extent and consequence of their violation, receive warnings, reprimands or may be subject to one of the following disciplinary actions:

- A disciplinary action represented in the form of reprimand shall be imposed on students who commit less serious violations for the first time;

- A disciplinary action represented in the form of warning shall be imposed on reprimanded students who continue to commit violations, or those who commit less serious violations in a continual manner, or those who commit violations for the first time which are relatively serious;

- A disciplinary action represented in the form of fixed-term academic suspension shall be imposed on students who breach rules and regulations or commit serious violations against regulations on student's prohibited acts during the warning period; those who contravene laws and are subject to a suspended sentence. As the case may be, Heads of higher education establishments may consult training rules to make decisions on the suspension term, i.e. the term of one semester, one academic year or the term the same as the suspended sentence period.

- A disciplinary action represented in the form of forced expulsion shall be imposed on students who continue to breach rules during the fixed-term suspension period, or commit violations for the first time which have extremely serious nature or level and cause adverse effects on their higher education establishments and society; those who contravene laws and serve jail sentences.

What are the prohibited acts for university students in Vietnam?

Under Article 61 of the Higher Education Law 2012, prohibited acts for university students in Vietnam include:

- Offending the honor, dignity, abusing the body of lecturers, management staff, employees, other students at higher education institutions and other people.

- Cheating at study, examination and enrolment.

- Engaging in activities of social evils or disturbances in higher education institutions or at public places and other acts of violations of law.

- Organizing or participating in illegal activities.
