What are funding sources for operations of the Parent-Teacher Committee in Vietnam?
According to Article 10 of the Charter of the Parent-Teacher Committee promulgated under Circular 55/2011/TT-BGDDT, the sources of operational funding for the Parent-Teacher Committee are stipulated as follows:
Operational Funding of the Parent-Teacher Committee
- Operational funding of the Parent-Teacher Committee:
a) The funding for the class-level Parent-Teacher Committee comes from voluntary contributions from parents and other legitimate sponsorships for the class-level Association.
b) The funding for the school-level Parent-Teacher Committee is derived from the operational funding of the class-level Parent-Teacher Committees following recommendations made during the annual meeting of class-level parent leaders and other legitimate sponsorships for the school-level Association.
- Management and use of the funds by the Parent-Teacher Committee:
a) The head of the class-level Parent-Teacher Committee, in cooperation with the class teacher, drafts a spending plan for the received contributions and sponsorships and uses it only after the unanimous agreement of all members of the class-level Parent-Teacher Committee;
b) The head of the school-level Parent-Teacher Committee agrees with the Principal on the spending plan for the received contributions and sponsorships and uses it only after the unanimous agreement of the entire school-level Parent-Teacher Committee.
- Collection and expenditure of funds by the Parent-Teacher Committee must ensure transparency and democracy; after spending, a public financial report must be presented at the meetings of all the class parents and at meetings of the entire school-level Parent-Teacher Committee. A standard average contribution level is not prescribed for parents.
- The Parent-Teacher Committee is not permitted to collect contributions from students or their families:
a) Contributions that are not voluntary.
b) Contributions that do not directly serve the activities of the Parent-Teacher Committee, including protection of school assets, school security, monitoring students' commuting means, classroom and school cleanliness, rewarding school management, teachers, and staff, purchasing equipment and teaching supplies for the school, classrooms or for school management, teachers, and staff, supporting administrative management, organizing teaching and educational activities, and repairing, upgrading, or constructing new school facilities.
Thus, the operational funding of the Parent-Teacher Committee comes from two main sources:
- For the class-level Parent-Teacher Committee, funding is from voluntary contributions from parents and other legitimate sponsorships for the class-level Association;
- For the school-level Parent-Teacher Committee, funding is derived from the operational funding of the class-level Associations following recommendations made during the annual meeting of class-level parent leaders and other legitimate sponsorships for the school-level Association.

According to Article 3 of the Charter of the Parent-Teacher Committee promulgated under Circular 55/2011/TT-BGDDT, the organization of the Parent-Teacher Committee is stipulated as follows:
Firstly, for the class-level Parent-Teacher Committee:
- Each class has a Parent-Teacher Committee composed of 3 to 5 members, including a head and a vice head.
- Members of the class-level Parent-Teacher Committee are enthusiastic, responsible individuals who cooperate with the class teacher, subject teachers, and the school to represent parents in conducting educational activities for students.
Secondly, for the school-level Parent-Teacher Committee:
- Each school has a Parent-Teacher Committee comprising a head, vice heads, and possibly permanent members.
- Members of the school-level Parent-Teacher Committee are either heads or vice heads of the class-level Parent-Teacher Committees.
- The number of vice heads and permanent members (if necessary) of the school-level Parent-Teacher Committee is decided by the meeting of heads and vice heads of the class-level Associations.

The principles of organizing the Parent-Teacher Committee are stipulated in Article 2 of the Charter of the Parent-Teacher Committee promulgated under Circular 55/2011/TT-BGDDT as follows:
- The Parent-Teacher Committee is organized annually by parents or guardians of students (hereinafter collectively referred to as parents) studying in each class and school, to cooperate with the school in carrying out educational activities.
