What are the funding sources for providing start-up support for students at vocational secondary schools in Vietnam?

What are the principles of providing start-up support for students at vocational secondary schools in Vietnam?

When providing start-up support for students at vocational secondary schools in Vietnam, the following principles stipulated in Article 4 of Circular 14/2022/TT-BLDTBXH must be complied with:

- Issues and activities related to the provision of career and job consulting and start-up support must be appropriate to learners’ age, awareness, training disciplines and majors, and training levels.

- Training in knowledge and skills for learners specified in Circular 14/2022/TT-BLDTBXH shall not affect training programs of vocational education and training institutions.

- Start-up support shall be provided in a manner that adopts the learner-centered approach; is associated with learners' needs and for the benefit of learners; at the same time responds to demands from the labor and job market and develop learners' skills.

- Infrastructure and equipment must be in place to facilitate the provision of start-up support for learners; co-working spaces and start-up support spaces must be built and developed.

- It is required to ensure a sufficient number of personnel to provide start-up support for learners at vocational education and training institutions; encourage the establishment of centers or a division affiliated to functional departments without increasing the number of personnel in charge of the provision of start-up support for learners at vocational education and training institutions; encourage the formation of a network of skilled, experienced, dynamic and enthusiastic consultants.

- Programs and documents on start-up support and training courses on necessary skills must be provided to learners and the origin of the documents must be guaranteed.

Note: Circular 14/2022/TT-BLDTBXH does not apply to pedagogical schools under the state management of the Ministry of Education and Training.

What are the funding sources for providing start-up support for students at vocational secondary schools in Vietnam?

According to the provisions in Article 14 of Circular 14/2022/TT-BLDTBXH regarding funds and management, funding is arranged as follows:

- The funding for providing start-up support is derived from the state budget annually allocated in accordance with applicable regulations on hierarchical management of the state budget; sources of funding obtained from national target programs, other related programs and projects; revenues from the provision of public services and other revenues as prescribed by law. 

The magement and use of funding shall comply with regulations of the State Budget Law 2015 and related guiding documents.

For private and foreign-invested vocational education and training institutions, the funding for providing start-up support is derived from revenues of such vocational education and training institutions as prescribed by law

- Units in charge of providing start-up support may mobilize funding sources from the private sector as prescribed by law.

What are the responsibilities of vocational secondary schools in Vietnam in providing start-up support for students?

The responsibilities of vocational secondary schools in Vietnam in providing start-up support for students are stipulated in Article 18 of Circular 14/2022/TT-BLDTBXH as follows:

- Formulate a plan to implement the regulations specified in this Circular to ensure practicality and efficiency; provide resources and career and job consulting, and start-up support.

- Assist and enable learners to participate in activities related to the provision of career and job consulting, and start-up support to learners at all levels. Conduct surveys and determine quantity of graduates having jobs and quantity of learners starting their own business every year.

- Assist and enable cadres and teachers to participate in and implement activities related to the provision of career and job consulting, and start-up support.

- Closely cooperate with relevant authorities, organizations and associations at vocational education and training institutions in encouraging learners to actively participate in career, job and start-up-related activities.

- Organize implementation and facilitate inspection by competent authorities and report results of implementation to Departments of Labor, War Invalids and Social Affairs and supervisory authorities on an annual or ad hoc basis.

- Perform other tasks as requested.

Additionally, according to Article 16 of Circular 14/2022/TT-BLDTBXH, the responsibilities of the supervisory authorities of vocational secondary schools include:

- Instruct and direct affiliated vocational education and training institutions to formulate plans and organize the implementation of the regulations prescribed in Circular 14/2022/TT-BLDTBXH.

- Organize the implementation of the regulations set out in Circular 14/2022/TT-BLDTBXH within their power.
