LETTER FROM GENERAL SECRETARY, PRESIDENT TO LAM

Addressed to the Education Sector on the Occasion of the New School Year Opening Ceremony 2024-2025

Dear teachers, educational administrators, education sector workers, students, and parents!

On the occasion of the opening of the new school year 2024 - 2025, I warmly send my best wishes and affections to all teachers, educational administrators, education workers who have been working in the education sector, as well as to students, learners, and parents.

In his letter to students on the first school day of the Democratic Republic of Vietnam, President Ho Chi Minh wrote: “Whether the Vietnamese mountains and rivers can become beautiful or not, whether the Vietnamese people can step to the glory spotlight alongside powerful countries of the five continents or not, depends largely on your learning.” Former General Secretary, President Nguyen Phu Trong also emphasized in a meeting with outstanding exemplary students on November 3, 2018: "Great talents are the nation's vitality, the vitality is thriving when the country is strong, and the vitality declines when the country is weak.”

Our Communist Party and State always determine that education and training are top national policies and have been prioritizing the development of education and training. The 2023 - 2024 school year marked 10 years of implementing Resolution No. 29-NQ/TW dated November 4, 2013, of the Central Executive Committee of the Communist Party on fundamentally and comprehensively renovating education and training, and our education system has made significant progress and achieved many important accomplishments. These have greatly contributed to improving people's knowledge, developing human resources, nurturing talents; and having an essential contribution to the country's socio-economic development and international integration.

The new school year 2024-2025 is the first year of implementing Conclusion No. 91-KL/TW of the Politburo on continuing to execute Resolution No. 29-NQ/TW and launching the new General Education Program across all grades from grade 1 to grade 12. I hope the education sector will focus on effectively implementing this year's assigned theme: "Innovation, quality enhancement, unity, discipline". Education and training should continue to aim at human development and human happiness, fully utilizing human factors, making humans the center, subject, resource, and goal of development, creating a foundation for achieving the goals of a wealthy nation, strong country, democratic, fair, civilized society.

With the momentum of the new school year, I trust students and learners will strive to study, cultivate, absorb, and master knowledge, form essential core skills, and build great aspirations to contribute to the prosperity and happiness of the country.

I hope parents will cooperate well with schools, ensuring a close-knit connection between school - family - society in educational work for the future of our children.

I request the committees, ministries, and central authorities, and the Communist Party's levels and government entities to better care for the education sector with prompt, practical, and appropriate decisions, so teachers and students can teach and learn in a healthy environment with all conditions necessary to promote creative abilities, successfully carrying out our country’s educational reforms.

Wishing teachers, educational administrators, education sector workers, and students always good health, happiness, success, and achieving many more accomplishments in the new school year.

Official Dispatch Guiding the Organization of the New School Year Opening Ceremony 2024-2025 from the Ministry of Education and Training of Vietnam

On August 14, 2024, the Ministry of Education and Training issued Official Dispatch 4327/BGDDT-GDTH 2024 on strengthening directives to implement certain preparations for the 2024-2025 school year.

In Official Dispatch 4327/BGDDT-GDTH 2024, the Ministry of Education and Training provided some guidelines on organizing the new school year opening ceremony 2024-2025 as follows:

- Direct educational institutions to strictly comply with the regulations regarding students' return to school and organizing the opening ceremony for the 2024 - 2025 school year uniformly nationwide on the morning of September 05, 2024.

- Organize the opening ceremony in a streamlined manner, appropriate to the actual conditions and circumstances of the locality and schools, comprising two specific parts:

+ The formal part is short but ensures solemnity with necessary rituals: Flag raising, singing the National Anthem (without pre-recorded lyrics), reading the letter from the President....

+ The festive part includes absolutely safe and healthy collective fun activities, creating a joyful and excited atmosphere for the new school year opening.

What is the schedule for the 2024-2025 school year in Vietnam?

According to Article 1 of Decision 2045/QD-BGDDT 2024, the schedule for the 2024 - 2025 school year for early childhood education, general education, and continuing education applicable nationwide is as follows:

- The earliest return to school is one week before the opening ceremony. For Grade 1, the earliest return is two weeks before the opening ceremony.

- The opening ceremony will be held on September 05, 2024.

- End the first semester before January 18, 2025, and complete the program and finish the school year before May 31, 2025.

- Recognize completion of primary school programs and junior high school graduation before June 30, 2025.

- Complete admissions for the first grades before July 31, 2025.

- The high school graduation exam 2025 is expected to take place on June 26 and June 27, 2025.

- Other national level exams will be organized according to regulations and guidelines of the Ministry of Education and Training.
