What are the assessment criteria for communist party members who are teachers in Vietnam?
Under Clause 2, Article 10 of Regulation 124-QD/TW of 2023, the assessment criteria for communist party members who are teachers in Vietnam are:
- Criteria on political ideology; moral qualities, lifestyle; organizational discipline awareness; maintaining internal unity; compliance with organizational assignments; implementation of regulations on things party members must not do; responsibility, conduct, working style, and methods; anti-corruption, wastefulness, negativity efforts, signs of political, moral, and lifestyle degradation, “self-evolution,” “self-transformation”; the degree of commitment to self-improvement, training, and striving annually.
- Criteria on the results of performing duties assigned in the year (quantified by specific products); capacity, reputation; role-model responsibility, exemplarity of oneself and family relationships.
- Outcomes of addressing identified limitations, weaknesses, and flaws.
Are newly admitted communist party members who are teachers in Vietnam required to make a review?
According to Article 5 of Regulation 124-QD/TW of 2023on entities eligible for review:
Entities eligible for review
- Collectives
1.1. CPV committees and organizations:
a) The Politburo, the Secretariat of the Central Committee of the Communist Party of Vietnam.
b) The standing committee of CPV committees under the Central Committee; standing committees of provincial and district CPV committees; standing committees of superior-level CPV committees of public service providers and state-owned enterprises at Central and local levels (including standing committees at the grassroots level with delegated or pilot delegated authority) and grassroots-level CPV committees (where there is no standing committee, the party executive committee shall conduct the review).
c) Communist Party groups, CPV committees at Central and local levels.
1.2. Leadership and management collectives:
a) Leadership and management collectives of advisory and auxiliary agencies of the Communist Party at Central and local levels; leadership offices of the President, the Government of Vietnam, the National Assembly; Ho Chi Minh National Academy of Politics, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences, Vietnam News Agency, Voice of Vietnam, Vietnam Television, Nhan Dan Newspaper, Communist Magazine, National Political Publishing House, Hanoi National University, Ho Chi Minh City National University, and the Central Secretariat of the Ho Chi Minh Communist Youth Union.
b) Standing collective of the Nationalities Council, standing committees of Committees of the National Assembly, leadership collectives of the bodies under the Standing Committee of the National Assembly.
c) Leadership and management collectives of ministries, central authorities, Vietnam Fatherland Front, political-social organizations at Central and affiliated units; provincial, district and grassroots leadership and management, public service providers, state-owned enterprises (guided by CPV committees, party groups, CPV committees under the Central Committee according to their authority).
- Individuals
2.1. Communist party members throughout the Communist Party of Vietnam (except members exempted from party work and meetings; members suspended from CPV meetings; newly admitted members within six months).
2.2. Leaders and managers at all levels.
Thus, communist party members who are teachers are not required to make a review if admitted for less than six months.
What are the regulations on handling communist party members who are teachers in Vietnam with unqualified reviews?
Under Article 8 of Regulation 124-QD/TW of 2023 on the responsibilities and authority in the review for individuals:
Responsibilities and Authority in the Review
1. For CPV committees, party organizations, leadership collectives, and heads
1.1. Lead, direct, guide on organizing and implementing and be responsible for the annual review results at their locations, organizations, agencies, units in charge.
1.2. Require additional review content for collectives and individuals under management when necessary.
1.3. Direct the development of plans to overcome limitations, weaknesses, and deficiencies after reviews.
2. For individuals
2.1. Promote the spirit of self-criticism and criticism, emphasize responsibility, and exemplariness in review.
2.2. Conduct honest, straightforward, objective, substantial review of content as regulated.
3. The supervisory CPV committee has the responsibility to direct, monitor, guide, inspect, supervise, and appraise the review results of subordinates according to the management hierarchy; promptly suggest reviews for related organizations and individuals; require subordinates to review again if content requirements are not met as regulated.
Therefore, communist party members who are teachers in Vietnam with unqualified reviews must remake a review under the direction of the supervisory CPV committee.
