On January 16, 2025, the Ministry of Culture, Sports, and Tourism of Vietnam issued Decision 142/QD-BVHTTDL in 2025 See regarding the legal dissemination and education in the Culture, Sports, and Tourism sector in 2025 with the following objectives:

- Effectively implement the task of legal dissemination and education to enhance the law-abiding consciousness among officials, public employees, workers, artists, athletes, coaches, guides, narrators, students... throughout the sector.

- Improve the understanding and legal compliance awareness of the public when participating in cultural, sports, and tourism activities to contribute to socio-economic development, strengthen order, and discipline, and prevent legal violations.

- Enhance the effectiveness and efficiency of state management in cultural, family, sports, and tourism fields; innovate, and ensure that legal dissemination and education work is focused and prioritized, integrating resources in accordance with local realities and target groups.

Continue to implement the Scheme “Innovation and Enhancement of Legal Dissemination and Education Effectiveness in Culture, Sports, and Tourism Sector 2022 - 2026”; contribute to effectively implementing the Action Plan following Conclusion No. 80-KL/TW dated June 20, 2020, of the Secretariat on continuing the implementation of Directive No. 32-CT/TW of the Secretariat on strengthening the leadership of the Communist Party of Vietnam in legal dissemination and education work, issued according to Decision No. 1521/QD-TTg dated October 6, 2020, by the Prime Minister of the Government of Vietnam.

According to Section 2 of the Plan on Legal Dissemination and Education in the Culture, Sports, and Tourism sector in 2025, promulgated with Decision 142/QD-BVHTTDL in 2025 See, the 04 contents of legal dissemination and education for the Culture, Sports, and Tourism sector of Vietnam are as follows:

* Key contents of legal dissemination and education

[1] Focus on disseminating and educating the laws regulating control over power, anti-corruption, and negative impacts in the legislative process (Regulation No. 178-QD/TW dated June 27, 2024, regulating control over power, anti-corruption, negative impacts in the legislative process;

Resolution 110/2023/QH15 dated November 29, 2023, by the National Assembly on the 6th meeting of the 15th National Assembly and Resolution 126/NQ-CP dated August 14, 2023, by the Government of Vietnam regarding solutions to improve the quality of legal system construction, completion, and legal enforcement to prevent corruption, group interests, and sectoral interests).

Comprehend the ideas and directives of General Secretary To Lam, National Assembly Chairman Tran Thanh Man, Prime Minister of the Government of Vietnam Pham Minh Chinh regarding the legal construction process with the new mindset that “Laws should only regulate issues within the National Assembly's authority, absolutely avoid legalizing regulations of decrees and circulars, do not stipulate procedural content, processes, dossiers within the law”.

“Innovate the construction and enforcement of laws to meet the nation's development requirements in the new era”; abandon the mindset “if it cannot be managed, then prohibit”; continue to understand and comprehensively implement the content of Conclusion No. 80-KL/TW dated June 20, 2020, of the Secretariat on continuing to implement Directive No. 32-CT/TW of the Secretariat on strengthening the leadership of the Communist Party of Vietnam in legal dissemination and education work;

Policies, views, and guidelines in the documents from the 13th National Congress of the Communist Party of Vietnam, Resolution No. 27-NQ/TW, the action program of the Ministry of Culture, Sports, and Tourism to implement the Resolution of the 13th National Congress of the Communist Party of Vietnam, and Resolution No. 50/NQ-CP dated May 20, 2021, by the Government of Vietnam issuing the action program to implement the Resolution of the 13th National Congress of the Communist Party of Vietnam;

Increase awareness, promote the role and responsibility of the political system, heads of agencies, and units in deploying and improving the quality and efficiency of legal dissemination and education work.

[2] Propagate and disseminate the provisions of the Cultural Heritage Law 2024 and detailed legislative documents;

[3] Implement the Scheme “Enhancing the capabilities of legal reporters, legal propagators in legal dissemination and education for ethnic minorities and mountainous areas from 2024 - 2030” (issued according to Decision 279/QD-TTg dated April 04, 2024);

Continue implementing Schemes of the Prime Minister of the Government of Vietnam: Scheme “Organizing the communication of policies with significant social impact during the legislative document formulation process from 2022-2027” (issued according to Decision No. 407/QD-TTg dated March 30, 2022);

Scheme “Enhancing the legal access capability of citizens” (issued according to Decision No. 977/QD-TTg dated August 11, 2022), Scheme “Pilot renewal of the effectiveness evaluation of legal dissemination and education work” (issued according to Decision No. 979/QD-TTg dated August 12, 2022) ensuring conformity with the actual conditions of the sector and effectively implementing the Scheme “Innovation and Enhancement of Legal Dissemination and Education Effectiveness in Culture, Sports, and Tourism Sector 2022 - 2026”.

[4] Propagate and publicize new legal regulations issued, international treaties to which the Socialist Republic of Vietnam is a member, and international agreements in the fields of culture, family, sports, and tourism in 2025.

* Methods of legal dissemination and education

- Innovate, creatively implement practical, close-to-reality legal dissemination and education methods suitable to the resources, conditions, and operational status of the sector, appropriate to the audience.

Combine diverse forms: organize conferences, training sessions, print materials, visual promotion such as hanging banners, flags, distributing materials, leaflets, integrating communication content into cultural, musical, and dance performances; theatrical works broadcasted on television and performed, serving the public; legal knowledge contests, policy dialogues, legal information, legal answers on portals/websites, mass media, mobile devices, and online platforms while ensuring security, effectively exploiting applications, software with online, interactive features and AI, social networks;

Organize seminars, talks, forums, direct dialogues, gather opinions from impacted audiences, experts, related organizations, and individuals regarding the drafts of legislative documents of the sector.

- Strengthen direction, inspection, and urging of legal dissemination and education work according to the projects, plans, programs issued by the Ministry; strengthen the role of the Ministry's legal dissemination and education Coordination Council; enhance coordination with related committees, ministries and central authorities (Ministry of Justice, Ministry of Education and Training, Central Committee of the Ho Chi Minh Communist Youth Union, Border Guard Command of the Ministry of Defense...).

- Consolidate, tighten, and enhance the capabilities of officials involved in legal dissemination and education; review, train, and foster legal trainers and propagators to ensure suitability, meeting task requirements; apply skillful mass mobilization skills in legal dissemination and education;

Further strengthen the capacity to respond to policies during the legal enforcement process, including legal dissemination and education, especially by receiving and handling reflections and recommendations from citizens and enterprises, focusing on dialogue with enterprises and citizens regarding difficulties, and obstacles in policy and legal implementation.
