What is the full text of Circular 04/2025/TT-BGDDT 2025 on quality accreditation of undergraduate programs in Vietnam?

On February 17, 2025, the Minister of Education and Training of Vietnam issued Circular 04/2025/TT-BGDDT regulating the quality accreditation of undergraduate programs.

Circular 04/2025/TT-BGDDT stipulates the quality accreditation of undergraduate programs, including:

- Set of quality assessment standards of undergraduate programs;

- The process of implementing accreditation and the accreditation cycle of undergraduate programs.

According to Circular 04/2025/TT-BGDDT, the set of quality assessment standards for undergraduate programs comprises 08 standards as follows:

- Standard 1: Objectives and expected outcomes of the undergraduate program.

- Standard 2: Structure and content of the undergraduate program.

- Standard 3: Teaching and learning activities.

- Standard 4: Assessment of learning outcomes.

- Standard 5: Faculty, researchers.

- Standard 6: Support services for learners.

- Standard 7: Infrastructure, facilities, and equipment.

- Standard 8: Outputs and output results.

What are the regulations on the quality accreditation certificate of undergraduate programs in Vietnam under Circular 04?

Pursuant to Article 34 of Circular 04/2025/TT-BGDDT (effective April 4, 2025), the quality accreditation certificate of undergraduate programs in Vietnam is regulated as follows:

- Based on the proposal of the education quality accreditation council, the director of the education quality accreditation organization issues a decision to recognize the undergraduate program as accredited or conditionally accredited and issues a certificate of accreditation for the program as accredited or conditionally accredited.

- The certificate must clearly state the number of standards met; the number of criteria, conditional criteria met, and the percentage of criteria, conditional criteria met.

- The quality accreditation certificate of undergraduate programs is designed and printed by the education quality accreditation organization. The accreditation organization sends the accreditation certificate template to the Ministry of Education and Training (via the Quality Management Department) before use.

What are the regulations on the revocation of the quality accreditation certificate of undergraduate programs in Vietnam under Circular 04?

Pursuant to Article 35 of Circular 04/2025/TT-BGDDT (effective April 4, 2025), the revocation of the quality accreditation certificate of undergraduate programs is regulated as follows:

(1) Cases of revocation

The quality accreditation certificate of undergraduate programs with validity will be revoked if it violates one of the following cases:

- The accreditation result recognition and issuance of the quality accreditation certificate of undergraduate programs when the program does not meet sufficient conditions as prescribed in Article 34 of Circular 04/2025/TT-BGDDT.

- The undergraduate program in the assessment phase does not meet the condition maintenance requirements of quality assurance according to the conclusions of the competent authority.

(2) For undergraduate programs that have been accredited and have signs of violation as specified in Clause 1, Article 35 of Circular 04/2025/TT-BGDDT:

- The Ministry of Education and Training decides to establish the Quality Accreditation Assessment Council for undergraduate programs or an Inspection Team for maintaining the quality assurance eligibility of the undergraduate program;

- The establishment of the Council and organization of quality accreditation review is conducted as follows:

+ The Ministry of Education and Training decides to establish the Quality Accreditation Assessment Council for undergraduate programs. The Council comprises 05 or 07 members, with the Council Chair being the leader of the Quality Management Department; the Secretary Member is an official of the Quality Management Department; other members are representatives of relevant units under the Ministry of Education and Training (if needed), along with experts being experienced and reputable assessors;

+ The task of the Council: reviewing assessment documents, dossiers of quality assessment results, and the recognition and certification of meeting education quality standards of the accreditation organization.

+ The Council votes to pass under the form of dossier study and review meetings. The assessment results are only passed in the meeting when more than 50% of the Council members agree, including the mandatory vote from a Council member who is an expert, unified in one of two directions: the assessment results show no signs of violation as provided in Clause 1, Article 35 of Circular 04/2025/TT-BGDDT or the accreditation quality assessment results showing violations under cases specified at points a, b Clause 1, Article 35 of Circular 04/2025/TT-BGDDT.

+ If the accreditation quality assessment results in the dossier do not meet requirements, the Ministry of Education and Training organizes a meeting between the Assessment Council's representatives, the education quality accreditation organization, and the external assessment team representatives. The meeting dialogue results are recorded into minutes and serve as a basis for conclusion. If the meeting does not reach a consensus on the accreditation quality assessment results, the Assessment Council will document with related documents, reports, and proposals (via the Quality Management Department) for leadership of the Ministry of Education and Training to decide.

- The education quality accreditation organizations and educational institutions are responsible for providing related documents and facilitating the Inspection Team to perform the maintenance of quality assurance eligibility of the undergraduate program, as well as for the Assessment Council for conducting its tasks.

(3) Procedure for revocation of quality accreditation certificate of undergraduate programs:

- The Ministry of Education and Training sends a request to the Director of the education quality accreditation organization to revoke the quality accreditation certificate of undergraduate programs with related documents;

- The Director of the education quality accreditation organization is responsible for reviewing, based on the provisions in Clause 1, Article 35 of Circular 04/2025/TT-BGDDT and issuing a decision to revoke the quality accreditation certificate of undergraduate programs of the training institution within 15 working days from receiving the document from the Ministry of Education and Training.

(4) The decision to revoke the quality accreditation certificate of undergraduate programs of the training institution is announced on the website of the education quality accreditation organization, the electronic portal of the Ministry of Education and Training, and updated into the higher education quality assurance and accreditation management software.
