From January 5, 2025, what do the assessment and inspection documents for ministerial-level research of the Ministry of Education and Training of Vietnam include?
Pursuant to Clause 2, Article 17 Circular 15/2024/TT-BGDDT (effective from January 5, 2025), the assessment and inspection documents for ministerial-level research of the Ministry of Education and Training of Vietnam include:
- Official Dispatch requesting assessment and inspection of ministerial-level research from the host organization, accompanied by a list recommending members for the Council (11 members or more, including 3 peer reviewers);
- Final report, summary report, products; Copies of contracts, explanation of ministerial-level research, and adjustment documents (if any);
- Report on the usage of funds for ministerial-level research;
- Annual inspection records on the implementation status of ministerial-level research;
- Dossier of the meeting of the internal assessment council, justification report from the research director revised according to the opinions of the internal assessment council;
- Documents confirming and materials related to the reception and use of research results (if any);
- List, management plans, use of equipment, assets, and research results formed after the implementation of the research.

What are the regulations on the assessment and inspection council for ministerial-level research of the Ministry of Education and Training of Vietnam?
Pursuant to Article 18 Circular 15/2024/TT-BGDDT, the regulations on the ministerial-level assessment and inspection council are as follows:
(1) The Ministry of Education and Training establishes the ministerial-level assessment and inspection council (hereinafter referred to as the ministerial-level acceptance council) and assigns the host organization to hold the council meeting. The expenses for organizing the ministerial-level acceptance council meeting are covered by the host organization under current regulations.
(2) The ministerial-level acceptance council has 7 or 9 members, including a Chairperson, Vice Chairperson, 2 peer reviewers, a scientific secretary, and other members.
The council must have at least 2/3 of the members as reputable scientists knowledgeable in the research’s research field; the remaining members are representatives from research management, finance, production, business, or organizations related to the application of research results (if any).
At least 1/3 of the council members must be from outside the host organization, including 1 scientist participating as a peer reviewer. A maximum of 2 members may be from the internal assessment council. The Chair and peer reviewers of the internal assessment council cannot serve as Chair or peer reviewers of the ministerial-level acceptance council.
The research director, implementation team members, co-authors in publication works, textbooks, and those jointly supervising postgraduate students or master's students as research outcomes do not participate in the council.
(3) The working methods and responsibilities of the ministerial-level acceptance council members are carried out in accordance with Clauses 3 and 4, Article 7 Circular 15/2024/TT-BGDDT.
The council's meeting is held within 30 days from the date of the council's establishment decision. The hosting organization must widely inform about the ministerial-level acceptance council’s meeting on its electronic information portal.
(4) Evaluation requirements for the product and the final report of the ministerial-level research
- For products like samples; materials; equipment, machinery; technology lines; plant varieties; animal breeds and products that can be measured, they must be verified/tested/examined at a specialized agency with appropriate and independent functions from the host organization.
In absence of an appropriate specialized agency, these products are appraised by a specific scientific council constituted by the host organization;
- For products like application principles; methods; standards; software; design drawings; technology procedures; diagrams, maps; data, databases; analysis reports; forecast documents (methods, processes, models,...); plans, researches; technical-economic justifications, and other similar products, they must be appraised by a specific scientific council or expert group established by the host organization;
- For products like graduate training participation results, utility solutions, inventions, copyrights, publications, and similar products, proof or certified documents from the appropriate functional agency are required;
- For the final report: It should give a comprehensive overview of the prior research findings related to the research, representative, reliable, authentic, and updated data; The content of the report must cover all research research outcomes, presented systematically and scientifically, with theoretical and practical evidence to address the research issues posed, truly reflecting the research's research outcomes in line with common scientific research practices;
- The products must be executed and attributed to research team members; it is essential to specify them as products of the ministerial-level research, including research code, research name, etc.; the products must match the research contents approved in the research explanation and developed during the research implementation period.
(5) Ministerial-level assessment and inspection methods
- Each research is assessed by every council member at 2 levels: "qualified" and "unqualified".
The "qualified" level is applicable when all the research's products and the research's final report meet the requirements stipulated in Clause 4, Article 18 Circular 15/2024/TT-BGDDT, according to the research's explanation and execution contract.
The "unqualified" level is set when any of the research's products or the research's final report does not meet the requirements outlined in Clause 4, Article 18 Circular 15/2024/TT-BGDDT, or does not match the research explanation and execution contract;
- The research is rated by the council at 2 levels: "qualified" and "unqualified". The research achieves a "qualified" level when at least 3/4 of the council members present classify it at the "qualified" level. Otherwise, the ministerial-level research is classified as "unqualified".
(6) Procedures for the ministerial-level acceptance council
- The meeting is chaired by the President or Vice President of the ministerial-level acceptance council;
- The research director reports on the research’s implementation outcomes;
- Peer reviewers and council members read their evaluation forms regarding the research's implementation results using Form 19 attached to Circular 15/2024/TT-BGDDT and pose questions;
- The research director answers the questions;
- The council holds a private meeting: council members discuss and vote to evaluate the research’s implementation results according to Form 20 attached to Circular 15/2024/TT-BGDDT;
- The council elects a counting committee consisting of 3 members, with 1 as head. The counting committee compiles the evaluation results into a voting record for the research’s implementation results based on Form 21 attached to Circular 15/2024/TT-BGDDT and announces the voting results at the council meeting;
- The meeting chair announces the council meeting’s conclusion;
- The council secretary is responsible for completing the ministerial-level acceptance council meeting minutes according to Form 22 attached to Circular 15/2024/TT-BGDDT, approved by the council members present.
What are the regulations on processing the ministerial-level research of the Ministry of Education and Training of Vietnam after acceptance?
Under Article 19 Circular 15/2024/TT-BGDDT, the regulations on processing the ministerial-level research after acceptance are as follows:
(1) For ministerial-level research classified as "qualified": Within 30 days from the meeting of the ministerial-level acceptance council, the host organization must send the dossier to the Ministry of Education and Training.
The dossier includes the official Dispatch from the unit, minutes of the ministerial-level acceptance council meeting, voting record on the research’s implementation results; review forms, evaluation forms from the ministerial-level acceptance council members; revised feedback and explanation from the research director; research products, final reports post-revision based on the ministerial-level acceptance council feedback; liquidation contract for the ministerial-level research execution according to Form 23 attached to Circular 15/2024/TT-BGDDT.
(2) The Department of Science, Technology, and Environment of the Ministry of Education and Training appraises and verifies the minutes of the ministerial-level acceptance council meeting; liquidates the ministerial-level research execution contract with the host organization under the Ministry's affiliate; cooperates with the Ministry Office to liquidate the research execution contract with a host organization not affiliated with the Ministry.
(3) For ministerial-level research classified as "unqualified": Within 30 days from the council meeting date, the host organization must send the dossier to the Ministry of Education and Training for research liquidation as stipulated in Article 20 Circular 15/2024/TT-BGDDT.
