Under Clause 4, Article 5 of Circular 29/2024/TT-BGDDT (effective from February 14, 2025) which provides regulations on internal extra classes:
Internal extra classes
1. Internal extra classes shall not charge students and are only for students registering for extra classes in specific subjects as follows:
a) Students having unsatisfactory results in a subject at the end of the immediate past semester;
b) Students selected by the school for gifted student training;
c) Voluntary final-year students registering for entrance exam preparation or graduation exam preparation according to the school's educational plan.
2. Schools shall organize for the students specified in Clause 1 of this Article to submit registration forms for extra classes in specific subjects for each grade (according to Form No. 01 in the Appendix attached to this Circular).
3. Based on the number of registered students, schools shall develop plans for organizing extra classes in specific subjects for each grade.
4. The arrangement of classes, schedules, and the organization of extra classes shall ensure the following requirements:
a) Extra classes should be organized by subject for each grade; each class shall have no more than 45 (forty-five) students;
b) Extra class schedules shall not interpose regular schedules and shall not precede the contents scheduled in the school’s educational plan;
c) Each subject is permitted a maximum of 02 (two) extra lessons per week.
5. Plans for organizing extra classes shall be publicly available on the school’s website or posted at the school.
Therefore, arranging, scheduling, and organizing internal extra classes in Vietnam must meet the following requirements:
- Extra classes should be organized by subject for each grade; each class shall have no more than 45 (forty-five) students;

What are the rules of internal extra classes in Vietnam?
Pursuant to Article 3 of Circular 29/2024/TT-BGDDT (effective from February 14, 2025), the rules of extra classes are as follows:
- Extra classes are only organized when students wish to attend extra classes and have consent from parents or guardians (hereinafter collectively referred to as parents). Schools, organizations, or individuals organizing extra classes are not allowed to force students into extra classes in any manner.
- The content of extra classes must not contravene the regulations of Vietnamese law, and must not bear biases regarding race, religion, occupation, gender, or social position. There shall be no omission of educational content according to the school's educational plan to include in extra class sessions.
- The purpose of extra classes must contribute to the development of students' qualities and abilities; it must not affect the organization of the school’s education program or the implementation of the subject curriculum by teachers.
- The duration, time, location, and form of organizing extra class sessions must be suitable to the psychological and physical condition of the age group, ensuring students' health; must comply with the legal regulations about working hours, overtime, and other relevant legal regulations concerning security, order, safety, environmental hygiene, and fire prevention in the area where extra classes are held.
What are the responsibilities of the principal for extra classes in Vietnam?
According to Article 13 of Circular 29/2024/TT-BGDDT, the responsibilities of the principal for extra classes in Vietnam are:
(1) Organize internal extra classes as stipulated by this Circular and other relevant legal regulations.
(2) Manage teachers currently teaching at the school when they participate in extra classes outside the school to ensure compliance with clause 3, Article 6 of Circular 29/2024/TT-BGDDT; coordinate monitoring and inspection of extra classes activities outside the school by teachers currently teaching at the school.
(3) Be accountable to the direct governing body for the quality of Internal extra classes, and for the management and use of funds for organizing internal extra classes as prescribed.
(4) Address infractions within their authority or propose that competent authorities address violations of regulations on extra classes.
(5) Receive and address feedback, suggestions, and desires from students and parents concerning extra classes before and during its implementation.
How are violations related to extra classes in Vietnam addressed?
Under Article 16 of Circular 29/2024/TT-BGDDT, violations related to extra classes in Vietnam are addressed as follows:
- Schools, extra class centers, organizations, or individuals violating regulations on extra classes will be subject to disciplinary actions according to the severity and nature of the violation as per the legal provisions.
- Heads of agencies, organizations, and units having officials and public employees violating regulations on extra classes will be subject to legal actions based on the nature and severity of the violation.
