From February 14, 2025, will schools in Vietnam not charge fees for internal extra classes?

Under Clause 1, Article 5 of Circular 29/2024/TT-BGDDT (effective from February 14, 2025) Download:

Fees for internal extra classes

1. Fees for internal extra classes shall not charge students and is only available to students registered for extra classes in specific subjects as follows:

a) Students with academic results in the previous semester that were below standard;

b) Students selected by the school for special training to excel;

c) Final-year students voluntarily registering for entrance exam preparation and graduation exam preparation according to the school’s education plan.

Thus, from February 14, 2025, schools will not charge fees for internal extra classes. The  fees will be charged only for:

- Students with academic results in the previous semester that were below standard;

- Students selected by the school for special training to excel;

- Final-year students voluntarily register for entrance exam preparation and graduation exam preparation according to the school’s education plan.

This is also a change compared to previous regulations under Circular 17/2012/TT-BGDDT where fees for internal extra classes are determined by agreement between parents and the school.

What are the funding sources for organizing internal extra classes in Vietnam?

Under Article 7 of Circular 29/2024/TT-BGDDT (effective from February 14, 2025) Download on the collection and management of fees for extra classes as follows:

Collection and management of fees for extra classes

  1. Funding for organizing internal extra classes comes from the state budget and other lawful funding sources as prescribed by law.
  1. Fees for external extra classes are determined by agreement between parents, students, and the facility providing extra classes.
  1. The collection, management, and use of fees for extra classes shall be in accordance with the financial, budget, asset, accounting, tax, and other relevant legal regulations.

Thus, the funding sources for organizing internal extra classes come from the state budget and other lawful funding sources as prescribed by law.

What are the rules of extra classes in Vietnam?

Pursuant to Article 3 of Circular 29/2024/TT-BGDDT (effective from February 14, 2025) Download, the rules of extra classes are as follows:

- Extra classes are only organized when students (hereinafter collectively referred to as students) wish to have additional studies, voluntarily engage in additional studies, and have consent from parents or guardians (hereinafter collectively referred to as parents). Schools, organizations, or individuals organizing extra classes are not allowed to force students into extra classes in any manner.

- The content of extra classes must not contravene the regulations of Vietnamese law, and must not bear biases regarding race, religion, occupation, gender, or social position. There shall be no omission of educational content according to the school's educational plan to include in extra class sessions.

- The purpose of extra classes must contribute to the development of students' qualities and abilities; it must not affect the organization of the school’s education program or the implementation of the subject curriculum by teachers.

- The duration, time, location, and form of organizing extra class sessions must be suitable to the psychological and physical condition of the age group, ensuring students' health; must comply with the legal regulations about working hours, overtime, and other relevant legal regulations concerning security, order, safety, environmental hygiene, and fire prevention in the area where extra classes are held.

What are the principal's responsibilities for organizing internal extra classes in Vietnam?

Pursuant to Article 13 of Circular 29/2024/TT-BGDDT (effective from February 14, 2025) Download, the principal's responsibilities regarding organizing internal extra classes are as follows:

- Organize extra classes within the school according to the provisions of this Circular and other related legal regulations.

- Manage teachers enrolled at the school when participating in extra classes outside of school, ensuring conformity with Clause 3, Article 6 of Circular 29/2024/TT-BGDDT Download; coordinate to monitor and inspect extra classes activities outside of school by teachers enrolled at the school.

- Be responsible to the direct managing agency for the quality of extra classes within the school; management, and use of funds for organizing extra classes within the school in compliance with regulations.

- Address violations concerning regulations on extra classes within the extent of authority or recommend entities with the proper authority to resolve such violations.

- Receive and address opinions, recommendations, and aspirations of students and parents regarding extra classes both before and during the implementation process.
