From December 15, 2024, what are the criteria for consideration for promotion to the professional title of Grade I lower secondary school teacher in Vietnam?
Under Article 8 of Circular 13/2024/TT-BGDDT (effective from December 15, 2024), the criteria for consideration for promotion to the professional title of Grade I lower secondary school teacher in Vietnam are stipulated as follows:
- Have been appointed to the professional title of Grade II lower secondary school teacher (code V.07.04.31).
- During the time of holding the professional title of Grade II lower secondary school teacher or equivalent professional title, must have at least 5 consecutive years of work assessed as good completion of tasks or higher before the year of consideration for promotion, including at least 2 years rated as excellent completion of tasks; possess good political qualities and professional ethics; must not be under disciplinary action or within the period of implementing disciplinary measures according to the regulations of the Communist Party of Vietnam and the law.
- Meet the qualification standards for the professional title of Grade II lower secondary school teacher as specified in clause 2, clause 6 of Article 3 of Circular 08/2023/TT-BGDDT.
- Must satisfy the standards regarding professional competence for the professional title of Grade II lower secondary school teacher as stipulated in points a, b, c, d, đ, e, g, i of clause 4 Article 5 of Circular 03/2021/TT-BGDDT and clause 3 Article 3 of Circular 08/2023/TT-BGDDT. The emulation titles and commendation forms according to point i of clause 4 Article 5 of Circular 03/2021/TT-BGDDT must be achieved while holding the professional title of Grade II lower secondary school teacher and equivalent professional title.
- Meet the time criteria for holding the professional title of Grade iI lower secondary school teacher (including equivalent) as specified in clause 7 Article 3 of Circular 08/2023/TT-BGDDT.

What are the professional ethical standards for Grade I lower secondary school teachers in Vietnam?
Under Article 2a of Circular 03/2021/TT-BGDDT supplemented by clause 1 Article 3 of Circular 08/2023/TT-BGDDT, the professional ethical standards for Grade I lower secondary school teachers in Vietnam are defined as follows:
- Adheres to the policies, guidelines of the Communist Party of Vietnam, state laws, and regulations of the sector and locality on lower secondary education.
- Regularly cultivates ethics, sets high standards of responsibility, maintains the integrity, honor, and prestige of educators; serves as a role model for students.
- Loves, treats fairly, and respects students; protects the legitimate rights and interests of students; fosters solidarity and provides assistance to colleagues.
- Strictly complies with the general responsibilities and obligations of a public employee and the Ministry of Education and Training's regulations on educator ethics.
What are the standards regarding professional competencies of Grade I lower secondary school teachers in Vietnam?
Under clause 4 Article 5 of Circular 03/2021/TT-BGDDT amended by clauses 3 and 7 Article 3 of Circular 08/2023/TT-BGDDT, the standards regarding professional competencies of Grade I lower secondary school teachers in Vietnam are as follows:
- Actively, proactively implements, and encourages, and guides colleagues to implement the Communist Party of Vietnam’s policies, laws of the state, and sector and local requirements on secondary education into assigned tasks;
- Be capable of implementing and guiding, supporting colleagues in developing teaching and education plans suitable for the school and local conditions; guide, support colleagues in developing interdisciplinary topic-based lessons;
- Be capable of implementing and guiding, supporting colleagues in applying teaching and educational methods and technologies towards developing student qualities and capacities suitable for the school and local conditions;
- Apply and guide, support colleagues in using assessment methods and forms to evaluate student learning outcomes, development, and progress towards developing student qualities and capacities;
- Apply, guide, and support colleagues in effectively implementing psychological counseling and career orientation measures for students, integrating them into teaching and educational activities;
- Be capable of proposing to the school measures to enhance coordination between the school and related organizations or individuals in implementing teaching and educational activities for students;
- Be capable of guiding, supporting colleagues, sharing experiences on developing professional competencies and capabilities;
- Be capable of applying information technology in professional activities; capable of using a foreign language or ethnic minority language as required by the job position;
- Be recognized as an emulation fighter of the ministry/department/central authority/province or higher; or awarded a Certificate of Merit from the provincial level or higher; or recognized for achieving one of the titles: good teaching teacher, excellent homeroom teacher, excellent leader of the Ho Chi Minh Young Pioneer Organization from the district level or higher;
- The public employee applying for the examination or consideration for promotion to the professional title of Grade I lower secondary school teacher (code V.07.04.30) must have held the professional title of Grade II lower secondary school teacher (code V.07.04.31) or equivalent for at least 6 (six) years from the deadline for submitting the application for the examination or consideration for promotion.
