Vietnam: From December 15, 2024, what are the standards and conditions for consideration for promotion to the professional titles of Grade I and Grade II upper secondary school teacher?

What are the standards and conditions for consideration for promotion to the professional title of Grade I upper secondary school teacher in Vietnam?

Under Article 10 of Circular 13/2024/TT-BGDDT, the standards and conditions for consideration for promotion to the professional title of Grade I upper secondary school teacher in Vietnam are prescribed as follows:

Upper secondary school teachers may register for consideration for the promotion to the rank of Grade I upper secondary school teacher (code V.07.05.13) when they meet all of the following standards and conditions:

- Have been appointed to the professional title of Grade II upper secondary school teacher (code V.07.05.14).

- During the period of holding the professional title of Grade II upper secondary school teacher or equivalent:

+ Have 5 consecutive years of work before the year of consideration for promotion to a professional title with quality graded as the good compilation of tasks or better, including at least 2 years graded at quality as the excellent compilation of tasks;

+ Possess good political qualifications and professional ethics;

+ Not under disciplinary action;

+ Not subjected to disciplinary regulations according to the Communist Party of Vietnam and law.

- Meet the standards of qualifications for the professional title of the Grade I upper secondary school teacher professional title as prescribed at point a, clause 3, Article 5 of Circular 04/2021/TT-BGDDT and clause 2, Article 4 of Circular 08/2023/TT-BGDDT.

- Meet the standards of professional competence for the professional title of Grade I upper secondary school teacher as prescribed at points a, b, c, d, dd, e, h of clause 4, Article 5 of Circular 04/2021/TT-BGDDT and clause 3, Article 4 of Circular 08/2023/TT-BGDDT.

The emulation titles and forms of commendation according to point h, clause 4, Article 5 of Circular 04/2021/TT-BGDDT must be awarded during the period of holding the professional title of Grade II upper secondary school teacher or equivalent.

- Meet the requirements on the period of holding the professional title of Grade II upper secondary school teacher (including the period of holding equivalent grade) as stipulated in clause 5, Article 4 of Circular 08/2023/TT-BGDDT.

- Meet the standards of professional competence for the professional title of Grade II upper secondary school teacher as prescribed at points a, b, c, d, dd, e, h of clause 4, Article 4 of Circular 04/2021/TT-BGDDT and clause 3, Article 4 of Circular 08/2023/TT-BGDDT.

- Meet the requirements regarding the period of holding the professional title of Grade III upper secondary school teacher (including the period of holding equivalent grade) as stipulated in clause 4, Article 4 of Circular 08/2023/TT-BGDDT.

In cases where teachers, before being recruited, had worked in line with the law with compulsory social insurance premium payment, point d, clause 1, Article 32 of Decree 115/2020/ND-CP as amended and supplemented at clause 16, Article 1 of Decree 85/2023/ND-CP shall apply.

What are the rights and duties of upper secondary school teachers in Vietnam?

According to Articles 69 and 70 of Education Law 2019, upper secondary school teachers in Vietnam have the following rights and duties:

Duties of teachers

- Educate and teach according to educational objectives and principles, implementing educational programmes with sufficiency and quality;

- Be exemplary in the fulfilment of civic duties, school charters and code of conduct of teachers.

- Maintain moral quality, prestige and honor of teachers; respecting learners' dignity, treating learners equally; and protecting legitimate rights and interests of learners.

- Study and practice continuously to improve moral quality, political qualification, professional qualification and knowledge, reforming teaching methods, and being good examples for learners.

Teachers have the right to:

- Teach according to their educated specialization.

- Receive further education and training to improve political qualification, professional qualification and knowledge.

- Work under contract as visiting teacher and/or researcher in other educational or research institutions.

- Be protected with regards to their honor, dignity and physical wellbeing;

- Have summer vacation as stipulated by the Government and other holidays as prescribed by law.
