Based on Article 7 of Decree 151/2024/ND-CP (effective from January 1, 2025) regarding the responsibilities of the Ministry of Education and Training in developing, integrating, embedding, and organizing educational activities about legal knowledge and managing adherence to laws on road traffic order and safety at preschool and general education institutions:

The responsibilities of the Ministry of Education and Training in developing, integrating, embedding, and organizing educational activities about legal knowledge and managing adherence to laws on road traffic order and safety at preschools and general educational institutions.

  1. The Ministry of Education and Training shall lead, in cooperation with the Ministry of Public Security and relevant ministries and agencies based on the provisions of Article 4 of this Decree, with the following responsibilities:

a) Develop educational programs related to legal knowledge about road traffic order and safety suitable for each educational level;

b) Develop materials, integrate, and embed legal knowledge about road traffic order and safety into the main curriculum for preschool, elementary, and secondary education;

c) Develop a subject on legal knowledge about road traffic order and safety according to the content prescribed in Clause 4, Article 4 of this Decree for upper secondary education and vocational education institutions.

2. The Ministry of Education and Training shall organize educational activities related to legal knowledge about road traffic order and safety for preschool children, primary, lower secondary, and upper secondary students; including adherence to laws on road traffic order and safety as one of the criteria for evaluating and grading student conduct.

According to the above regulation, adherence to laws on road traffic order and safety is one of the criteria for evaluating and grading student conduct.

Thus, starting January 1, 2025, in the case of students violating traffic regulations, their conduct may be downgraded.

What is the educational content on legal knowledge about road traffic order and safety for students in Vietnam?

Based on Clause 3, Article 4 of Decree 151/2024/ND-CP, the educational content on legal knowledge about road traffic order and safety for lower secondary students includes:

- Traffic rules on roads;

- Recognizing and complying with road signs;

- Wearing standard helmets and fastening them correctly when participating in road traffic;

- Safety when sitting on motor vehicles;

- Safe bicycle and electric bicycle riding;

- Preventing risks, consequences of traffic accidents, and handling traffic incidents.

What are the responsibilities regarding guiding students in safe motorcycle riding skills in Vietnam?

Based on Article 6 of Decree 151/2024/ND-CP, the responsibilities for instructing safe motorcycle driving skills to students are defined as follows:

(1) The Ministry of Public Security shall lead, in cooperation with the Ministry of Education and Training and the Ministry of Labor - War Invalids and Social Affairs, to develop teaching programs and practical guidance materials for safe motorcycle driving skills, ensuring suitability for the subjects and content prescribed in Article 5 of Decree 151/2024/ND-CP.

(2) The Ministry of Education and Training shall lead and direct the management agencies of upper secondary schools to prepare facilities and motorcycles to cooperate with traffic police forces in organizing guidance on safe motorcycle driving skills.

(3) The Ministry of Labor - War Invalids and Social Affairs shall lead and direct managerial agencies of vocational education institutions to prepare facilities and motorcycles to cooperate with traffic police forces in organizing guidance on safe motorcycle driving skills.

(4) Responsibilities of upper secondary schools and vocational education institutions include:

- Organizing for students and their families to sign commitments to comply with legal regulations on road traffic order and safety, including students not operating motor vehicles without the required qualifications, not operating motorcycles without completing safe driving skills training; and families not allowing underqualified students to operate vehicles;

- Collaborating with Parent Representative Boards to regularly remind children to adhere to signed commitments and frequently communicate and gather information with student families about students' compliance with road traffic laws.

- Incorporating compliance with road traffic laws as one of the criteria for evaluating and grading student conduct.

(5) Responsibilities of students' families include:

- Collaborating with relevant functional forces to educate on legal knowledge about road traffic order and safety, and instructing on safe motorcycle driving skills for students;

- Not allowing their children to operate vehicles when lacking the necessary legal qualifications;

- Frequently reminding their children to adhere to signed commitments and regularly communicating and gathering information with schools regarding students' compliance with road traffic laws when participating in traffic.
