3. Exemption from the Literature paper in high school graduation assessment:

Foreign candidates possessing a Vietnamese language certificate according to the Vietnamese Language Competency Framework for foreigners (level 3 or higher) are exempted from the Literature paper in high school graduation assessment. Candidates eligible for exemption from the Literature paper but still wishing to take the paper must use their exam results to calculate their high school graduation assessment score.

Simultaneously, referring to Circular 15/2020/TT-BGDDT, Circular 24/2024/TT-BGDDT has added provisions for exemption from the Literature paper in high school graduation assessment for foreign candidates holding a Vietnamese language certificate according to the Vietnamese Language Competency Framework for foreigners (level 3 or higher).

What are the cases of exemption from all papers of the high school graduation exam 2025 in Vietnam?

According to Clause 1, Article 39 of the Regulation on the high school graduation exam issued with Circular No. 24/2024/TT-BGDDT...Download, the cases of exemption from all papers of the high school graduation exam are as follows:

(1) Individuals summoned to participate in the selection exam for the national team in international or regional cultural Olympiads are exempt from all papers if they meet the following conditions:

- Be summoned in the second semester of grade 12;

- Have excellent training results and Good academic results or higher throughout grade 12;

- Be listed in the exemption list by the MOET.

(2) Members of teams participating in international or regional scientific, technical, cultural, or artistic Olympiads are exempt from all papers if they meet the following conditions:

- Be summoned in the second semester of grade 12;

- Have qualified  training results and academic results or higher throughout grade 12;

- Be listed in the official dispatch on exemption and confirmation of attendance at training and competition by the selection authority sent to the Department of Education and Training before the graduation exam date.

(3) Individuals with severe disabilities and severe disabilities as defined in Clauses 1 and 2, Article 3 of Decree 28/2012/ND-CP; resistance activists affected by chemical poisons with a labor impairment of 61% or more; biological children of persons involved in resistance affected by chemical poisons, themselves suffering a labor impairment of 61% or more are exempt from all papers if they meet the following conditions:

- For disabled individuals following the general education program: Complete the upper secondary education program; meet the exam requirements as per Clause 2, Article 19 of the Regulation on the high school graduation exam issued with Circular No. 24/2024/TT-BGDDT; have a disability confirmation from the competent authority;

- For disabled individuals unable to follow the general education program: Have the personal education plan results for each year at the upper secondary level confirmed by the principal of the school registered for study; have a disability confirmation from the competent authority;

- For individuals involved in the resistance, biological children of those affected by chemical poisons: Complete the upper secondary education program; meet the exam requirements as per Clause 2, Article 19 of the Regulation on the high school graduation exam issued with Circular No. 24/2024/TT-BGDDT; have confirmation of being affected by chemical poisons and a labor impairment of 61% or more from the competent authority.

What are the regulations on eligible candidates and eligibility requirements for taking the high school graduation exam from 2025 in Vietnam?

Under Article 19 of the Regulation on the high school graduation exam issued together with Circular 24/2024/TT-BGDDT (effective from February 8, 2025), the eligible candidates and eligibility requirements for taking the high school graduation exam from 2025 in Vietnam are stipulated as follows:

1. Eligible candidates include:

- Individuals who have completed the General Education/Continuing Education program in the year of the exam;

- Individuals who have completed the General Education/Continuing Education program but have not graduated in previous years;

- Individuals who already hold a High School Diploma but retake the exam to use the results for enrollment registration;

- Individuals who already hold a Post-secondary Diploma who retake the exam to use the results for enrollment registration.

2. Eligibility requirements for taking the exam

- Eligible candidates must register and submit all required documents on time;

- Candidates under point d, clause 1 of this Article must ensure they have studied and met the requirements for sufficient high school cultural knowledge volume as stipulated by the Education Law 2019 and current guidance documents from the Ministry of Education and Training.
