Forms of Commendation for Students at Reformatory Schools and Compulsory Education Center in Vietnam
According to Article 13 of Circular 49/2022/TT-BCA, the forms of commendation for students at reformatory schools and compulsory education institutions are stipulated as follows:
Forms of Commendation
1. Students who strictly comply with the law, internal regulations of the reformatory school, have results in academic ranking, training, vocational education, and labor at the level of Good or higher, or have meritorious service, will be commended in one of the forms specified in Clause 1, Article 23 of Decree No. 140/2021/ND-CP.
2. Students who have achievements in training, study, and strictly comply with the law, internal regulations of the compulsory education institution, or have meritorious service, will be commended in one of the forms specified in Clause 1, Article 38 of Decree No. 140/2021/ND-CP.
Thus, the forms of commendation for students at reformatory schools include:
- Commendation; presenting certificates of merit; presenting gifts;
- Organizing field trips by the reformatory school;
- Allowing 5 days to visit family, excluding travel time, and providing an amount of money for meals, tickets for trains and buses for the trip;
If the student intentionally does not return after the family visit period, the principal of the reformatory school will arrange to bring the student back.
- Recommending reduction or exemption from the remaining period at the reformatory school.
Forms of commendation for students at compulsory education institutions include:
- Commendation; presenting gifts;
- Increasing the number of visits and the duration of meetings with family, the number of phone contacts, and the number and volume of received gifts;
- Recommending reduction or exemption from the remaining period.

What are procedures for commendation of students at reformatory schools and compulsory education institutions?
Based on Article 14 of Circular 49/2022/TT-BCA, the procedure for commendation of students at reformatory schools and compulsory education institutions is as follows:
(1). Commendation through emulation movements
Step 1: Before summarizing and concluding the emulation movements, the homeroom teacher, and supervisory police organize meetings for the team of students and trainees to discuss, evaluate, and propose commendation for exemplary students and trainees with outstanding achievements in the emulation movements; decisions are made by hand raising, and if at least two-thirds of the attending students and trainees agree, the commendation will be proposed.
Step 2: Based on the meeting results, the homeroom teacher and supervisory police guide the students and trainees to write individual achievement reports, compile documents, and submit them to the relevant professional team to report to the Sub-committee on Commendation (for reformatory schools with branches, compulsory education institutions with subdivisions) or the relevant professional team to report to the Commendation Council for students and trainees.
Step 3: The Council meets, decides by hand raising, and if at least two-thirds of the members agree, it will be approved.
(2). Commendation in case of meritorious service
Step 1: For students who have meritorious service according to Clause 7, Article 3 of Decree No. 140/2021/ND-CP, the homeroom teacher and supervisory police guide the students and trainees to write achievement reports, compile documents, and submit them to the relevant professional team to report to the Sub-committee on Commendation (for reformatory schools with branches, compulsory education institutions with subdivisions) or the relevant professional team to report to the Commendation Council for students and trainees.
Step 2: The Commendation Council meets, decides by hand raising, and if at least two-thirds of the members agree, it will be approved.
(3) Based on the meeting results of the Commendation Council, the principal of the reformatory school or the director of the compulsory education institution will issue a commendation decision for the students.
Who establishes the Commendation Council for students at reformatory schools and compulsory education institutions in Vietnam?
According to Article 15 of Circular 49/2022/TT-BCA, the regulations are as follows:
Commendation Council; Sub-committee on Commendation
1. The principal of the reformatory school establishes the Commendation Council and the Sub-committee on Commendation for students. The composition of the Council and the Sub-committee is regulated in Clause 1, Article 11 of this Circular.
2. The director of the compulsory education institution establishes the Commendation Council and the Sub-committee on Commendation for trainees. The composition of the Council and the Sub-committee is regulated in Clause 2, Article 11 of this Circular.
The authority to establish the Commendation Council for students at reformatory schools at compulsory education institutions is as follows:
- The principal of the reformatory school establishes the Commendation Council and the Sub-committee on Commendation for students.
- The director of the compulsory education institution establishes the Commendation Council and the Sub-committee on Commendation for trainees.
