What is the tuition reduction for ethnic minority students in particularly disadvantaged villages and hamlets in Vietnam?

Based on point c, clause 1, Article 16 of Decree 81/2021/ND-CP, the subjects eligible for tuition reduction and support for tuition payments are as follows:

Subjects Eligible for Tuition Reduction and Support for Tuition Payments
1. The subjects that receive a 70% tuition reduction include:
a) Students studying traditional and specific arts at public and private vocational education institutions, higher education institutions with cultural and art training programs, including: Traditional music performers, Hue traditional musicians, Southern Vietnam folk music performers, stage actors, folk art performers, ca tru art performers, bai choi art performers, traditional musical instrument performers;
b) Students studying in fields such as royal court music, cheo, tuong, cai luong, dance, circus; certain heavy, hazardous, and dangerous occupations according to the list of strenuous, toxic, and dangerous occupations set by the Ministry of Labor - Invalids and Social Affairs;
c) Kindergarten children and students who are ethnic minorities (excluding very small ethnic groups) in particularly disadvantaged villages/hamlets, Area III ethnic and mountainous areas, particularly disadvantaged coastal areas and islands as regulated by competent authorities.

  1. The subjects that receive a 50% tuition reduction include:
    a) Kindergarten children and students who are the children of officials, public employees, and workers whose parents suffered an occupational accident or contracted an occupational disease and are receiving a regular allowance;
    b) Kindergarten children and general education students, learners at continuing education institutions following the general education program who have one or both parents or grandparents (if living with grandparents) belonging to near-poor households as defined by the Prime Minister of Vietnam.
  1. Subjects that receive tuition payment support: Primary school students at private education institutions in areas lacking public schools are supported by the State for tuition payment.

Thus, students who are ethnic minorities in particularly disadvantaged villages and hamlets will receive a 70% tuition reduction.

What are the procedures for tuition reduction for ethnic minority students in particularly disadvantaged villages and hamlets in Vietnam?

According to Article 19 of Decree 81/2021/ND-CP, the procedures for tuition reduction for students who are ethnic minorities in particularly disadvantaged villages and hamlets are as follows:

(1). Submission of application: Within 45 working days from the start date of the school year, parents (or guardians) of general education students, students at vocational education institutions who are ethnic minorities in particularly disadvantaged villages and hamlets must submit an application for tuition reduction and proof of eligibility for the reduction to the educational institution via direct submission, mail, or electronic transaction system.

(2). Review and assessment of applications:
- For primary and lower secondary schools: Within 10 working days from receipt of the application for tuition reduction, the school principal is responsible for reviewing the application and compiling a list of students eligible for tuition reduction to send to the education and training department for assessment;
- For upper secondary schools: Within 10 working days from receipt of the application for tuition reduction, the school principal is responsible for reviewing the application and compiling a list of students eligible for tuition reduction to send to the education and training department for assessment;
- For public vocational education institutions: Within 10 working days from receipt of the application for tuition reduction, the head of the public vocational education institution is responsible for reviewing the application and deciding on the tuition reduction for students; concurrently compiling a list of students eligible for tuition reduction to send to the supervisory management agency. The supervisory management agency will review, compile budget estimates, and submit them to the Ministry of Finance for consolidation and budget allocation within the annual budget estimates;
- For private vocational education institutions: Within 10 working days from receipt of the application for tuition reduction, the head of the private vocational education institution is responsible for confirming the tuition reduction application for learners; concurrently compiling a list of learners eligible for tuition reduction to send to the Department of Labor - Invalids and Social Affairs at the place of the learner's permanent residence for action in accordance with regulations.
