What documents are included in the nomination dossier for the title of People's Teacher, Meritorious Teacher in vietnam?

Based on Article 13 of Decree 35/2024/ND-CP, the nomination dossier for the title of People's Teacher, Meritorious Teacher includes:

(1). The nomination dossier for the title "People's Teacher," "Meritorious Teacher" for individuals includes: The achievement declaration form for the nomination for the title "People's Teacher," "Meritorious Teacher" as per Template No. 01 of Annex 3 attached to Decree 35/2024/ND-CP and copies of documents corresponding to the nomination criteria as follows:

- Certificate/certification or decision of the competent managing authority for initiatives, patents, utility solutions, copyright certificates;

- Decision on establishment of the acceptance council; minutes of acceptance of scientific and technological tasks;

- Cover pages of textbooks, monographs showing the author's name and publisher, publisher’s introduction (if any), decision on establishment of the appraisal council, decision approving the school's use of textbooks, monographs;

- Decision on assignment and cover pages of training materials, lecture notes, training documents, training programs, teaching subjects, specialized reports, recommendation reports, programs, projects with authorization from the relevant authority; list of scientific articles published in domestic or international specialized journals and national or international scientific workshop proceedings, cover pages of journals, workshop proceedings showing the author’s name;

- Decision guiding doctoral candidates, Masters’ students, Level 2 Specialist Doctors, resident doctors; decision recognizing doctoral, master’s degrees, Level 2 Specialist Doctors, resident doctors;

- Decision appointing individuals to participate in student training for national and international competitions authorized by the competent level; participation in compiling programs, textbooks, developing subject programs, local education materials;

- Decision participating in drafting regulatory documents; regulatory documents that have been issued;

- Certificate of exhibited, performed, broadcasted works;

- Award certificates; certificates or decisions of related titles, forms of commendation;

- Diplomatic note or contract inviting foreign educational institutions to teach specifying the time as an expert and decision sending educational experts abroad by the Ministry of Education and Training of Vietnam.

(2). The nomination dossier for the title "People's Teacher," "Meritorious Teacher" for teachers with the title of professor includes:

- Achievement declaration form for nominating the title "People's Teacher," "Meritorious Teacher" as per Template No. 01 of Annex 3 attached to Decree 35/2024/ND-CP and copies of documents corresponding to the nomination criteria as specified in points: a, d, dd, h, dd, i, k clause 1 Article 13 Decree 35/2024/ND-CP;

- Decision recognizing or appointing the title of professor.

* Individuals proposing to nominate for the title "People's Teacher," "Meritorious Teacher" submit 01 dossier either directly or via postal services to the agency, unit they are working or to the agencies and units they used to work before retirement according to social insurance benefits.

What are regulations on the vote of confidence for individuals proposing to nominate for the title of People's Teacher, Meritorious Teacher in vietnam?

Based on clause 2 Article 14 Decree 35/2024/ND-CP, the organization of the vote of confidence for individuals proposing to nominate for the title "People's Teacher," "Meritorious Teacher" is as follows:

- The head, university director, academy director, principal, or equivalent convenes a meeting of all officials and public employees, contract workers with a term of 12 months or more in the unit. The meeting is deemed valid when at least 3/4 of the total officials and public employees, contract workers attend the meeting. The head of the unit announces the achievements of each individual proposed for nomination, organizes the discussion, and conducts the vote of confidence by secret ballot. The results of the confidence vote are publicly announced;

For units with 500 or more officials and public employees and contract workers, the head, university director, academy director, principal, or equivalent organizes a confidence vote meeting. The meeting is deemed valid when at least 300 officials and public employees, contract workers attend the meeting. The head, university director, academy director, principal, or equivalent decides the form of confidence votes for the officials and public employees, contract workers of the agency, organization, unit who do not attend the meeting;

- Individuals obtaining 80% or more confidence votes are included in the selection list of the Basic Council of units under, subordinate to ministries, agencies, provinces, the Vietnam Education Trade Union, and national universities, private higher education institutions, private vocational education institutions, or the Emulation - Commendation Council of units, educational institutions within the management scope of the district level, the Emulation - Commendation Council of units, educational institutions subordinate to departments, sectors belonging to the Provincial People's Committee.
