Under Clause 2 Article 39 of the high school graduation exam regulations issued with Circular 24/2024/TT-BGDDT (effective from February 8, 2025):

2. Exemption from the foreign language paper in the high school graduation recognition
a) Members of the national team participating in the International Foreign Language Olympiad according to the decision of the Minister of the Ministry of Education and Training are exempt from the foreign language paper in the consideration for high school graduation recognition;
b) Individuals with one of the foreign language certificates specified in Appendix 1 issued with Circular 24/2024/TT-BGDDT or foreign language certificates recognized by the Ministry of Education and Training equivalent to Level 3 and above in the 6-level foreign language proficiency framework for Vietnam, and valid until the exam registration day, are exempt from the foreign language paper in the consideration for high school graduation recognition;
c) Those eligible for exemption from the foreign language paper but still wish to take the foreign language paper in the graduation test must use the exam results for graduation consideration.
According to the above regulation, under Appendix 1 issued with Circular 24/2024/TT-BGDDT, 20 foreign language certificates eligible for exemption from the foreign language paper in the high school graduation exam 2025 include:
Thus, students who hold an IELTS certificate with a minimum score of 4.0 will be exempted from the foreign language paper in the high school graduation recognition.

When is a candidate in Vietnam eligible for high school graduation recognition in 2025?
Pursuant to Article 45 of the Regulation on high school graduation exams issued with Circular 24/2024/TT-BGDDT, the high school graduation recognition in Vietnam is stipulated as follows:
- Candidates who meet the eligibility criteria, are not disciplined by cancellation of exam results, achieve above 1.0 in all papers on a 10-point scale, and have a Graduation Evaluation Score (ĐXTN) of 5.0 or above are eligible for high school graduation recognition.
- Candidates eligible for the exam, exempt from all papers in the high school graduation assessment according to Clause 1, Article 39 of Circular 24/2024/TT-BGDDT, are eligible for high school graduation recognition.
