Are students in Hanoi allowed to leave school in severe cold weather?

Nowadays, weather is always one of the issues that are very difficult to predict. Currently, there is no specific regulation regarding the temperature conditions for students to have a day off.

However, the Hanoi Department of Education and Training issued Official Dispatch 4465/SGDDT-CTTT-KHCN in 2022 on cold weather prevention for students:

According to the National Centre for Hydro - Meteorological Forecasting, the cold air mass has affected the Northern region, and due to the strong intensity of the cold air, Hanoi will experience severe cold days. To ensure health and prevent cold for students, the Department of Education and Training requests the Heads of the Education and Training Divisions of districts, district-level towns; Heads of units, schools; Directors of vocational education - continuing education centers (GDNN-GDTX) to effectively implement the following:

1. Regularly monitor outdoor temperature information in Hanoi during periods of intense and harsh cold, broadcast on the Vietnam Television Weather Forecast (VTV1); Hanoi Radio and Television Station (H1 channel) at 6 a.m. daily. Based on this information, the Head of the District Education and Training Department, heads of units, schools, and educational institutions shall proactively adjust school hours or allow students to leave school.

- Preschool and primary school students may leave school when the outdoor temperature is below 10°C.

- Lower secondary school students may leave school when the outdoor temperature is below 7°C.

...

3. Schools shall not organize outdoor gathering activities for students during severe cold days; schools and educational institutions should coordinate with parents to remind students to dress warmly; schools should not require students to wear uniforms on cold days.

4. During severe cold days, based on local weather conditions, schools may adjust school times so that students do not have to arrive too early. If students arrive late due to weather conditions, flexible solutions should be applied to allow them to attend school.

Thus, the Hanoi Department of Education and Training provides guidelines on temperature for which students in Vietnam are allowed to leave school in cold weather as follows:

- Preschool and primary school students may leave school when the outdoor temperature is below 10°C.

- Lower secondary school students may leave school when the outdoor temperature is below 7°C.

Who has the power to decide on allowing students in Vietnam to leave school in case of harsh weather?

According to point a, paragraph 2, Article 3 Decision 2045/QD-BGDDT in 2024 on the  2024-2025 Academic Year plan for preschool education, general education, and continuing education issued by the Minister of Education and Training:

Responsibility for Implementation

....

2. Director of the Department of Education and Training:

a) Decide on allowing students to leave school in case of harsh weather conditions, natural disasters, and arrange for make-up classes; ensure teachers' rest periods during the academic year.

b) Report to the Ministry of Education and Training about:

...

Therefore, the Director of the Department of Education and Training is responsible for deciding on allowing students in Vietnam to leave school in case of harsh weather.
